- The Department of Health and Human Services (DHHS), Health Resources and Services Administration (HRSA), intends to modify the National AHEC Organization (NAO) contract no. HHSH250200200900063C entitled "Area Health Education Centers (AHEC) Training and Consultation Contract (ATACC) on a sole source basis. This contract modification will be procured in accordance with the Federal Acquisition Regulations (FAR) Parts 15 and 6.302-1. The anticipated period of performance for the services to be provided under the modification is for a period of 12 months. The purpose of this modification is to provide technical assistance, competency and curriculum development, continuing education, and related evaluation to Area Health Education Centers (AHEC) grantees related to the mental and behavioral health and substance abuse issues of veterans and their families. The NAO is deemed the only responsible source capable of providing the required services as set forth in FAR 6.302-1 because NAO has a long history of coordinating and facilitating collaboration among AHEC programs and centers and a commitment to increase access to healthcare for underserved populations. NAO has the existing relationships and resources available to complete the terms of this modification, including: 1) A successful history of facilitating collaborative program development between AHECs and between AHECs and their partners; 2) The existing data collection structure and mechanisms necessary to implement the evaluation of continuing education to health care providers by all AHEC grantees; 3) An already established Traumatic Brain Injury/Post-Traumatic Stress. Disorder Workgroup that facilitates collaboration among AHEC grantees around veteran's mental and behavioral health issues: 1) Experience working with state and national health professions organizations to gain accreditation for continuing education credits for various health professions disciplines; 2) An ongoing and collaborative relationship with the Citizen Soldier Support Program, a national leader in developing continuing education to expose health care providers to the mental and behavioral health and substance abuse issues of veterans and their families; 3) Existing relationships with all AHEC programs and centers, which is necessary in order to conduct a regional continuing education needs assessment within 30 days of the effective date of contract. Because of the alignment between the goals of NAO and the proposed modification, NAO's in-depth understanding of the needs of AHECs to respond to the mental and behavioral health and substance abuse issues of veterans and their families, the training needs of the mental and behavioral health and primary care workforce, and the organization's prior history of providing support and training to the AHEC network, NAO is uniquely qualified to fulfill the proposed contract modification. Modifying this contract to any other source would result in a substantial duplication of cost to the Government since other organizations would require establishment and set-up of a new system and would delay the implementation of this modification. This is not a solicitation but an announcement of the Government's intent to modify an existing contract on a sole source basis. A justification for other than full and open competition (JOFOC) is on file.
