- AFPEO/BES ESC/HGGK, located at Maxwell Air Force Base (AFB)-Gunter Annex, is the contracting office for this requirement for hardware support for the Cargo Movement Operations System (CMOS) Program. This document constitutes a "Justification for Other than Full and Open Competition" for hardware for the CMOS application described herein, under the authority of FAR 6.302-1(c). ESC/HGGK and ESC/HGGJ propose to execute an award to Savi Technology for hardware described herein as a firm-fixed price contract. This individual Justification for Other Than Full and Open Competition is to issue a new delivery order. The supplies to be acquired are: 15 each Tyco Electronics Transponder Hardwire Electrical Interface Cable (USB); 15 each Data Cables for the Savi Tag 654; and 15 each Savi Mobile Reader 650 with DB-9 Connector with a 9 inch Cable.In addition, these items are peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer. This brand name justification is based on the fact that the CMOS Program Management Office (PMO) has developed customized software that is specific to the SaviTag hardware configurations. This brand name justification is also based on the fact that the CMOS PMO requires the SaviTag Docking Station with accessories to support the field users that have currently began using CMOS. This hardware will be used to implement CMOS for the incoming and outgoing cargo all over the world by the Air Force, Air National Guard, Army, NSA, Navy and the USMC. The SaviTag hardware is used widely with the war efforts in Iraq, Kuwait, and Afghanistan; as well as peace efforts at the respective Air Force Bases. CMOS uses SaviTag hardware products that contain trade secrets and are totally unique solutions in the Informat! ion Technology marketplace. Savi Technology is the manufacturer and holder of all proprietary software and codes for the SaviTag products. Failure to acquire the SaviTag product will result in CMOS Mission Failure. Because of the propriety nature of the SaviTag Docking Station with Client Tools and the accessories, this hardware is only available through Savi Technology.This contract order is for supplies/services that will not require a Statement of Work. The requirement for the new hardware from Savi Technology will be posted to Hanscom's Electronic Request for Proposal Bulletin Board (HERBB) as a Request for Quote (RFQ). The Government will include the statement that it intends to award this requirement to Savi Technology as a sole source acquisition in accordance with FAR 6.302-1(c) as the hardware is proprietary to Savi Technology. All interested vendors will be given the opportunity to submit a quote based on lowest price. All quotes received will be considered and evaluated equally. The Contracting Officer has determined the anticipated cost to the Government of the acquisition covered by this Justification for Other Than Full and Open Competition will be fair and reasonable. In addition, the Contracting Officer will review market prices, previous or current similar contracts and verify that the prices proposed are fair and reasonable and will be beneficial on behalf of the Government.
