Description
The Department of Veteran Affairs, NCA 8 NF/SG is seeking responsible sources to provide service as outlined in the Statement of Work. This is market research for informational and planning purposes only. This is not a solicitation and does not obligate the government to issue a solicitation. This is to gain knowledge of potential sources related to NAICS 561613. Please be advised that the Government will not pay for any information submitted under this announcement. Your response should identify your company name, point of contact with contact information, indicate all areas you are capable of providing service, capabilities statement and identify your business size, and if you are any of the following: Federal Supply Schedule holders, Service Disabled Veteran Owned Small Business, Veteran-Owned Small Business, Small Business, HUB Zone certified, 8(a) disadvantaged, disadvantaged, and woman-owned. Responses to this notice shall be e-mailed or faxed to Susan E. Dela Cruz, Contract Specialist, FAX 352- 381-5746; E-mail address: susan.delacruz@va.gov. Telephone responses will not be accepted. Responses must be received in writing no later than 12:00 p.m. EDT Aug 29, 2011. Responses should clearly state the ability to provide the service. If a solicitation is issued, it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately. STATEMENT OF WORK Requirements for secured Armored Car Services to be provided for the Agent Cashier's Office located at the VA Medical Center, 1601 SW Archer Rd, Gainesville, FL 32608. The contractor shall provide all personnel, supervision, transportation (armored vehicles), labor (armed professional guards), and other items and services necessary to perform the driving and delivering of cash to the location specified. The contractor shall perform to the standards and specification in this contract. The contractor shall monitor the work performance of all personnel in order to assure compliance with all contract requirements. SCOPE OF WORK: Pick up ordered currency from SunTrust Bank, Gainesville, FL and deliver the currency to the VA Medical Center, Agent Cashier Office, Gainesville, FL 32608. REPORTING: The contractor's authorized agent shall report to the designated representative(s), who shall sign, date and obtain a copy of the contractor's properly completed standard receipt of delivery. HOURS OF WORK: Delivery of currency shall be five days a week (Monday thru Friday) excluding federal holidays between the hours of 8:00am and 11:00am. Should the contractor arrive at the delivery location earlier than designated time and the designated representative(s) are not available, the contractor's representative shall wait until the scheduled hours of delivery. If the contractor is delayed, the courier will call the Agent Cashier's office at (352) 376-1611 ext 6738 to notify them of the estimated delivery time. PERFORMANCE: The contractor shall deliver to the VA Medical Center currency as requested by the Agent Cashier's office. Work shall include transportation of currency in currency bags approved by both SunTrust Bank and the armored car carrier. SECURITY REQUIREMENTS: Contractor shall provide a list of personnel authorized to deliver currency to the VA Medical Center, shall wear the contractor's ID badge with name and identifying information clearly visible and consistent with the list of authorized agents provided by the contractor. Contractor shall meet all requirements of federal, state, county and city codes applicable to firms providing the service required by the contract. SUBCONTRACTING: Because of the delicate nature and complexity of services requested herein, subcontracting is not permitted. TRAINING: The contractor shall ensure that all employees are qualified to use the type of weapon issued by the contractor in accordance with state and local regulations. The contractor is also responsible for weapon re-qualification. All costs associated with this training shall be borne by the contractor. Upon request, a copy of the individual qualification/re-qualifications shall be made available to the designated representatives. INSURANCE: The contractor shall maintain the minimum State required insurance of properties on board of any one conveyance covered under this contract and shall furnish a certificate thereof to the contracting officer. Contractor shall ensure that the contract number is annotated on the insurance forms. Liability Insurance - The contractor shall procure and maintain during the duration of this contract, liability insurance in form satisfactory to the contracting officer by an insurance company which is acceptable to the contracting officer. The required insurance amounts are not less than follows: $20,000/per person, $500,000/per occurrence, $200,000 property damage. Each policy shall have a certificate evidencing the insurance coverage.
