- PORTABLE LATRINES FREQUENTLY ASKED QUESTIONS QUESTION #1: Are CLINs #0004 and #0014 the same request? It says portable latrines relocate one unit Fort Benning with the same purchase request number. Why does it not say quantity 600? What is the difference? How many relocates are done on the average per month? Where are they relocated to and from? What is the history for the past 12 months? a. Although Items 1 and 14 have different funding cites, they are the same. We must keep the cites separated because we have different federal agencies involved on Fort Benning. b. Some months there are very little relocates, such as periods of very little training being conducted. December, May, etc. Months that we have a lot of training holidays wrapped around federal holidays to give the troops a longer break. Some months we exceed the quantity specified. c. The relocates span from special event areas to ranges and back. Special events are federal holiday celebrations such as the 4th of July, Memorial day, Best Ranger Competition, etc. d. Accept the quantity given. The number of relocates will vary month to month and year to year. The quantity given is based off an average of years. We have many training areas that are used 3 to 8 days a month only. The training program will require the contractor to move the portables from site to site with the troops. Past history experiences have taught us not to leave the portables at the locations as hunters and troops will vandalized them. QUESTION #2: - How many toilets are permanent toilets serviced one time per week? How many are permanent toilets serviced two times per week? What is the average number of toilets out per month? Item # 0001 portable latrines monthly rental for once a week service Fort Benning Ga and Item # 0014 portable latrines monthly rental for once a week service Fort Benning Ga. Is this the a different request? What is the difference? One says quantity 600 and the other says 5940. How many toilets are out on the average per month? What is the history for the past 12 months? The same questions would apply to CLINs #0002 and #0012 for twice a week service. a. Permanent toilets are those sitting at training sites with no latrine building. These sites are used daily or weekly. The number of pickups depends on the activities of those sites. b. Fort Benning constitutes most of one county and portions of three others. We are a very big installation and our training sites are everywhere. We are slowly installing latrine buildings at the sites used weekly. However, those sites are used 3 to 8 days per month, we will continue to use portables. Also, some training sites are temporary and we may not return to those sites for months/years/never again. You are not going to be given a list of all of those sites up front. I hope that this explanation will help you understand the quantities requested without a list of sites provided. c. If you are an out of town contractor near another base, you would have the same advantage as the current contractor at Fort Benning. The current contractor was awarded the contract 5 years ago using the same format when he beat out the incumbent contractor then. We are not changing the contracts format. This format is the best we have that is easy for my inspection branch to place delivery orders and serve our customers. QUESTION #3: - How many toilets are at Camp Merrill? How many are there on an average per month? What is the history for the past 12 months? a. Camp Merrill portables: The last time I was up there, we had approximately 28 portables placed around the base. We have already installed latrine buildings at three sites and that has reduced the number of units we used to place up there. b. History varies. It all depends on the size of each training class. Summer months we see a surge in trainees. During the winter, we see a decline in trainees. QUESTION #4: - What is meant by "rapid response"? Rapid Response: The response time is defined in the statement of work. In order to bid this contract, you must read the statement of work. QUESTION #5: - Please explain in detail what CLIN# 19 means? Please explain what is meant by maximum order limitation of 500 units? It is under this item number where this is mention for the first time. How many units are we required to have on base in service and out of service at any one time? Is there a time frame for ordering additional latrines for this request? Do these latrines have to be beige in color? a. Beige color is the standard color of most range buildings and stucco colored buildings on Fort Benning. If the training area is near a historical district or built up area of Fort Benning, the unit will be beige. We will accept a different color at remote locations. We must keep our historical preservation society happy with visual adverse effects. You must comply with our requirements. b. If we order a large quantity of toilets to be delivered at any given time and you do not have those in stock you may have to pay extra to expedite the order. If we require those units ASAP, you the contractor may have to pay extra to expedite the order, or you may have to travel a great distance to get them, or you may have to pay extra to have them delivered from a further distance. c. If the order is Rapid Response type order, there is a time limit to get those units in place as per the delivery order.
