- DUE: 23 August 2011 POC: Tim Palen, 661-277-6943 DESC: The Air Force Flight Test Center (AFFTC), Edwards AFB intends to award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures, to Quantum 3D. This acquisition is restricted. The NAICS code is 334111. The AFFTC has a requirement for Argon Display Tablets and Argon Computing Bricks. These items will support airborne military application. These units will be used to replace 8 separate gauges that are currently being used by the Test Pilot School. The gauges measure and display data ranging from AOA, AOSS, Stab Position, Fuel Flow (both core and AB) and fuel used. The display system will show the data for each of these areas, while reducing the space needed within the cockpit. It has been determined that Argon Corp. is the only source capable of meeting the requirement. Argon's solution was developed especially for the Air Force. These units are design critical for the following reasons: 1) The display uses LabView for the front end and a DLL written in c++ to handle the interface to the data system. 2) The interface hardware that connects the Argon's USB port to the data port on the data system requires special drivers that must be supported by the display. The display must also be able to provide enough power to the hardware for it to function without data dropouts that will significantly increase the displayed value latencies and validity. The design of these units were conducted by Argon, and to request custom items from other companies would prove to be cost prohibitive to the Government. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Anticipated Award date is August 29, 2011. Responses must be received no later than (NLT) 3:00 PM, Pacific Standard Time, August 26, 2011. Responses should be submitted via: e-mail timothy.palen@edwarsds.af.mil. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
