Redacted Brand Name Justification PROPOSED BRAND NAME SOLICITATION: The Toro Company This is a combined Brand Name Synopsis/Solicitation FA8601-11-T-0263 for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-42, effective 16 June 2010. The North American Industry Classification System (NAICS) code for this requirement is 333111 with an associated size standard of 500 employees. This requirement is Brand Name specific for the Toro Company. Any quotations should be e-mailed to Andy Vanover at gary.vanover@wpafb.af.mil no later than 7 September 2011 4:00 PM Eastern Standard Time. Only proposals received by this date will be considered. The Operational Contracting Office, Aeronautical Systems Center, at Wright-Patterson Air Force Base, Ohio intends to award a firm-fixed-price contract for the following requirement: CLIN 0001: Quantity 2 - Toro Groundsmaster 7200 #30461. Polar Trac conversion kit #30370, Polar Trac cab #30371, Rear quick attach system #30377, Debris blower #30393, Auxiliary hyd. Power kit #30380, 72" Recycler comp. kit #30304, Front mounted snow blower #3900455, Rotary broom #MCT, Snow plow #MB Dozer, rotating beacon #80005, and windshield washer #800008. Shipping Included to Wright-Patterson AFB, OH Manufacturer: The Toro Company It is the offeror's responsibility to be familiar with the applicable clauses and provisions. (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Howard E. (d) The ombudsman has no authority to render a decision that binds the agency.
