Description
FBCB2 JPT Spec v1.1 Applique+ JV5 Spec v1.0 dated 12 Jun 08 FOR MORE INFORMATION CONTACT Tony Blais (732) 532-4687 The government is seeking to procure new Line Replaceable Units (LRUs) for the Force Twenty-One, Battle Command, Brigade and Below (FBCB2) Family of Systems installed within certain tactical ground vehicles and weapons platforms to provide Situational Awareness (SA) and Command and Control (C2) at the lowest levels of Army tactical forces. This procurement is expected to last for three years. The current producer of computers is DRS, located in Melbourne, Florida. The contract type is expected to be Firm Fixed Price (FFP). The FBCB2 Family of Systems are ruggedized computer systems with a defined form factor that must meet stringent space claims and performance specifications per FBCB2-JV5-0001 Version 1.0 and FBCB2-JPT-0001 Version 1.0. The systems consist of components known as Line Replaceable Units (LRUs) which vary depending on each system. The following are the varying FBCB2 computer systems, and their associated LRUs: FBCB2 JV5 Systems: A FBCB2 JV5 system is defined as the complete hardware and software providing the FBCB2 Appliqu capability. The FBCB2 JV5 system currently has four major Line Replaceable Units (LRUs), which are defined as the Processor Unit (PU) (without the Hard Disk Drive Cartridge), a removable hard disk drive, which shall be one of the following: DB20 Rotating Media Hard Drive Cartridge (DB20 RMHDC), DB32 PATA/SATA Rotating Media Hard Disk Drive Cartridge (DB32 P/S RMHDD), a DB32 PATA/SATA Solid State Hard Drive Cartridge (DB32 P/S SSHDC), or a DB20 Solid State Hard Drive Cartridge (DB20 SSHDC), a Keyboard Unit (KU) and Display Unit (DU). This system can optionally be configured with a Mounted Refresh Computer - Display Unit (MRC-DU) and/or a J7-EIAD breakout box. FBCB2 JV5 Block II (JV5 B2) Systems: A FBCB2 JV5 Block II (JV5 B2) system is defined as the complete hardware and software providing the FBCB2 Appliqu capability. The FBCB2 JV5 B2 system currently has four major Line Replaceable Units (LRUs), which are defined as the Processor Unit (PU) (without the Hard Disk Drive Cartridge), a removable hard disk drive, which shall be one of the following: DB20 Rotating Media Hard Drive Cartridge (DB20 RMHDC), DB20 Solid State Hard Drive Cartridge, Keyboard Unit (KU) and Display Unit (DU). This system can optionally be configured with an embedded Selective Availability Anti Spoofing Module GPS (SAASM GPS), Mounted Refresh Computer - Display Unit (MRC-DU), and/or a J7-EIAD breakout box. The FBCB2 JPT System (BFT Configuration) has 4 Line Replaceable Units (LRUs) which are defined as the Joint Platform Tablet (JPT) (without the Hard Disk Drive Cartridge), the Integrated Dock (ID), the Dock Interface Cable, and the JPT Solid State Hard Disk Drive (JPT SSHD). This system can be optionally configured with a Dedicated Keyboard, a Keyboard Tray, and/or a Selective Availability Anti Spoofing Module GPS (SAASM GPS). The FBCB2 JPT System (Breakout Configuration) has 6 Line Replaceable Units (LRUs) which are defined as the Joint Platform Tablet (JPT) (without the Hard Disk Drive Cartridge), the Breakout Dock (BD), the Dock Interface Cable, the Breakout Box (BB), the Breakout Box/Breakout Dock Interface Cable, and the JPT Solid State Hard Disk Drive (JPT SSHD). This system can be optionally configured with a Dedicated Keyboard, a Keyboard Tray, and/or a Selective Availability Anti Spoofing Module GPS (SAASM GPS). The FBCB2 JPT System (Movement Tracking System (MTS) Configuration) has 4 Line Replaceable Units (LRUs) which are defined as the MTS Joint Platform Tablet (JPT) (without the Hard Disk Drive Cartridge), the MTS Dock, the Dock Interface Cable, and the MTS Solid State Hard Disk Drive (MTS SSHD). This system can be optionally configured with a MTS Vehicle Adapter Plate, a MTS Ram-Ball Mount, a Dedicated Keyboard, and/or a Keyboard Tray. The FBCB2 JPT System (Movement Tracking System (MTS) Control Station Configuration) has 4 Line Replaceable Units (LRUs) which are defined as the MTS Joint Platform Tablet (JPT) (without the Hard Disk Drive Cartridge), a Kickstand, a Control Station Power Supply, and the MTS Solid State Hard Disk Drive (MTS SSHD). This system can be optionally configured with a Dedicated Keyboard. The FBCB2 JPT System (C4I) has 6 Line Replaceable Units (LRUs) which are defined as the Joint Platform Tablet (JPT) (without the Hard Disk Drive Cartridge), the Slimline Dock (SD), the Data Distribution Unit (DDU), the DDU Interface Cable and the JPT Solid State Hard Disk Drive (JPT SSHD). This system can be optionally configured with a Dedicated Keyboard, a Keyboard Tray, and/or a Selective Availability Anti Spoofing Module GPS (SAASM GPS). Additionally, this system may contain cable sets to interface with platform C4I nodes. Support Equipment: Support Equipment consists of Mission Data Loaders, (MDL), Secure MDLs, MRC-DU, Serial Interface Adapter Devices (SIAD) and Ethernet Interface Adapter Device (EIAD) cables. All items with the exception of the MDL Data Transfer Unit, the DDU, the MRC-DU, EIAD, SIAD, and the DB20/32 Cloner Rack are described in the above reference performance specifications. In describing the MDL Data Transfer Unit, it is an external USB based flash memory device similar in functionality, but not form factor, to a commercial USB stick that could be plugged into a desktop or laptop computer. It attaches to either the FBCB2's Processor Unit's external J5 (Expansion Interface) connector, the Display Unit's external J2 (Keyboard) connector, or a commercial laptop computer, through external cables with the appropriate mating connectors. The DDU is a smart breakout box for the JPT with the additional functionality of a communications network node that interconnects multiple radio systems to allow centralized access to Command and Control from multiple remote terminals and a Power Distribution Controller (PDC). The MRC-DU is a small form factor display that also has an attached foldable keyboard. The SIAD and EIAD cables are breakout boxes that expand the ports on the JV5 computer into additional serial and Ethernet ports respectively. The Cloner Rack is an external stand-alone logistic support device that plugs into a Greystone DF5 disk duplicator. It has one master bay position and 5 slave bay positions used for mass duplicating DB20 & DB32 hard drives. It will duplicate the hard drive in the master bay onto a maximum of five hard drives in the slave bays. The various FBCB2 computer systems described above and their associated LRUs such as the KU, DU, hard drives and support equipment all need to be interoperable and interchangeable within and across each other. The manufacturer shall provide a turnkey computer system capable of running Red Hat Enterprise Linux Versions 3, 4, and 5, as well as Microsoft XP, and Windows7 operating systems. The computer system with the subject operating systems shall work as a fully integrated, operating system to include all hardware, software, and firmware components, and shall include all OEM licenses. The computer systems shall be capable of running FBCB2 Versions 6.5, Joint Capabilities Release (JCR) 1.1, and JCR 1.3 application software on the aforementioned Linux operating systems. The Government will not provide device drivers for manufacturer's hardware. Additionally manufacturer provided hard drives must be capable of successfully being duplicated on the Greystone Data Fast5 (DF5) Duplicator and must be capable of successfully being purged on the Creative Vision Technologies (CVT) purging device. Offerors may view detailed descriptions of the FBCB2 Family of Systems as attachments located on the IBOP website https://abop.monmouth.army.mil entitled: Performance Specification for the Force XXI Battle Command Brigade and Below (FBCB2) Appliqu + JV5 (Dual Core) Computer System: FBCB2 JV5-0001- Version 1.0 Performance Specification for the Force XXI Battle Command Brigade and Below (FBCB2) Joint Platform Tablet (JPT): FBCB2-JPT-0001 Any interested computer system & peripheral manufacturer must demonstrate their ability to produce FBCB2 LRUs, which are compatible with the space claims described in the Performance Specifications within this Market Survey. All proposed hardware must demonstrate interoperability with designated FBCB2 legacy JV5 fielded computer systems. Proposed hardware must also demonstrate it can successfully pass all First Article Testing Requirements to include Reliability testing, NBC, HAEMP, EMI/EMC, and Functional testing called out in the Performance Specification. To be considered for award the solicitor needs to provide the Government with written documentation showing they successfully completed all tests. Additionally all solicitors must provide information regarding their practices for Cost reporting, and what their production capabilities are. They must also indicate their willingness to provide Support Services (if required). The contractor shall be required to warrant that these computer peripheral items will satisfactorily perform, when used for the purpose intended by the Army, for a period of one (1) year.
