- Synopsis for a Fast Response Nitric Oxide Analyzerfor Eddy Covariance Flux Measurements The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1, with a Fast Response Nitric Oxide Analyzer For Eddy Covariance Flux Measurements 10 days following the award of contract, for the Office of Research and Development (ORD), and National Risk Management Research Lab (NRMRL) located in Research Triangle Park, NC. A Fast Response Nitric Oxide Analyzer for Eddy Covariance Flux Measurements to directly measure trace gas air-surface exchange rates (fluxes) using micrometeorological techniques. The most direct approach is the eddy correlation method, in which the flux is quantified as the product of the high frequency fluctuation of vertical windspeed and trace gas concentration. This product requires a contractor that possesses the unique capabilities to design and manufacture a fast, sensitive, no analyzer suitable for eddy covariance flux measurements. The fast response nitric oxide analyzer for eddy covariance flux should consist of the following specifications. 1.The analyzer must measure nitric oxide (NO) by vacuum chemiluminescence.2.The analyzer must have a minimum detectable concentration of 10 ppt (0.01 ppb).3.The analyzer must have a response time of <1 sec.4.The analyzer must operate on AC or DC power.5.The analyzer must weigh less than 75 lbs.6.The analyzer must have a compact footprint no larger than 8?(H) x 20?(W) x 24?(D)7.The analyzer must contain an internal vacuum pump.8.The analyzer must tolerate ambient temperatures in the range 5 to 40 degrees Celsius and 5 to 95% relative humidity.9.The instrument must have adjustable analog output capability of 4-20 mA, 0-1 V, and 0-10V.10.The instrument must operate at ambient input pressure.11.The instrument must have RS232 interface capability. The EPA has identified Eco Physics, Inc. as the only provider that meets all design and performance specifications for a fast response nitric oxide for eddy covariance flux measurements. This procurement will be accomplished under FAR 13.501(a)(ii) Sole Source. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
