- (1) CONTRACT INFORMATION:This Indefinite Delivery multi-discipline contract(s) is being procured in accordance with the Brooks A-E Act as implemented in FAR Part 36 and the supplements thereto. Firm(s) will be selected for negotiation based on demonstrated competence and qualifications for the required work. This announcement is open to Small Business. North American Industrial Classification System code is 541330, which has a size standard of $4.5 Million in average annual receipts. To receive award, contractors shall be registered in the Central Contractor Registration (CCR) and the Online Representation Certification Application (ORCA). To register in CCR, the Internet site is found at http://www.ccr.gov ; to register in ORCA, the Internet site is found at https://orca.bpn.gov. More than one contract may be awarded from this solicitation, not to exceed a maximum of two awards. Contract(s) may be awarded concurrently or may be staggered at two (2) to four (4) month intervals. The contract type shall be Indefinite Delivery, Firm Fixed Price, not to exceed $3 million over a term of 5 years. There is no specific task order limit except the limit of the contract. All responders are advised that this contract may be revised or canceled at any time during the solicitation, selection, evaluation, negotiation and final award. In addition, no projects are yet authorized (See FAR 52.232-18). This solicitation does not guarantee work to the selected firm. Award of the first contract is anticipated for the second quarter of FY 2012. The allocation of requirements between all concurrent contracts will be based on a unilateral assessment by the Government of any or all of the following unranked issues: a. Equitable allocation of work among contractsb.Specific and unique capabilitiesc.Apparent capacity of the contractor to perform the anticipated type of workd.Timeliness and historical work performancee.Required delivery schedulesf.Experience and/or on-going work (locality and/or type)g.Cost sharing between the task ordersh.Understanding of local factors geographyi.Remaining contract capacityj.Potential for on-going work from the task orderk.Cost to attend meetings, mobilize/demobilize, etc.l.Potential variability of workm.Prohibition of designer performing construction (AE-Construction)n.Ease of negotiation completiono.Available personnel (2)PROJECT INFORMATION: The architectural consultant selected will be required to provide technical support for maintenance and capital improvement projects on the U.S. Fish and Wildlife Service (USFWS) facilities at various field stations and National Wildlife Refuges (NWR's) throughout Alaska. The consultant shall provide sufficient staff, flexibility, and capability to respond to projects on an as-needed basis. Design services to be provided include: new construction, renovation/rehabilitation of existing facilities, site civil, landscaping, structural, mechanical, electrical, fire detection and suppression, paving and concrete, alternative energy (micro turbine and solar power), and detailed cost estimating. The consultant may also be required to perform life cycle cost analysis, utilities design, value engineering, analyze/implement Leadership in Energy and Environmental Design (LEED) and energy conservation measures, investigate sites/facilities for environmental contaminants and hazardous materials, identify/obtain required construction permitting including permits for storm water, wetland, fire, building, NEPA, State DOT leases, boundary, re-plat and topographic design surveys, and perform construction phases services such as onsite inspections, submittal reviews, and system commissioning. The consultant must have experience in artic and sub-arctic design. The firm must demonstrate the ability to provide drawings/documentation in AutoCAD, MSWord, MSExcel, and Adobe formats. Specifically, consultant must demonstrate ability to produce CSI standard format 33 division specifications in MSWord, detailed cost estimates in MSExcel, and drawings in AutoCAD. (3)LOCATION: The USFWS in Alaska has facilities located throughout Alaska and the consultant should expect the bulk of the work to be at these locations. Field locations within Alaska include, but are not limited to: Adak, Arctic Village, Bethel, Bettles, Chevak, Chignik, Cold Bay, Dillingham, Fairbanks, Fort Yukon, Galena, Homer, Juneau, Kaktovik, Karluk Lake, Ketchikan, King Salmon, Kodiak, Kotzebue, McGrath, Selawik, Soldotna, and Tok. (4)SELECTION CRITERIA: The following selection criteria are listed in the descending order of importance. Responding firms must address each discipline, clearly indicate which shall be subcontracted, and provide a separate SF330 (Part II) for each subcontractor. (A) Professional Qualifications: Minimum requirements of team members for professional personnel in the following disciplines: Civil Engineer, Structural Engineer, Mechanical Engineer, Electrical Engineer, Geotechnical Engineer, Environmental Engineer, Landscape Architect, Professional Land Surveyor, and Cost Estimator. All engineering professionals and land surveyor(s) shall be licensed in the state of Alaska. (B) Specialized Experience in the following areas: (1) Design of new facilities and renovations in arctic and sub-arctic regions. Team shall demonstrate experience in design, construction, and facility maintenance for arctic environments for all required disciplines. (2) Design and construction services in remote locations without access from road system. (3) Construction phase services. (4) Sustainable design in energy and water conservation and efficiency in new and existing facilities, waste reduction, pollution prevention, and analysis/implementation of LEED. (5) Design of alternative energy systems. (C) Past Performance with governmental entities and private industry in terms of: Cost control, quality of work, and compliance with performance schedules. (D) Geographic Experience in the Alaskan region with knowledge of local conditions. (E) Capacity to maintain schedules and accomplish work within required time. (5) SUBMISSION REQUIREMENTS: Firms submitting their qualifications should provide ONE electronic copy and ONE paper copy of the SF330 and must include the following additional information as indicated: (A) Part I, Block C (11): include if previously worked with subcontractor and estimated percentage of involvement for each team member; (B) Part I, block F (24): include separate values for professional fee and construction for each project identified; and (C) Part I, Block H (30): address how your team meets each selection criterion. Include an organization chart or the key personnel. The 6/04 edition of the SF330 MUST be used, and may be obtained from the Government Printing Office at: http://www.gsa.gov/portal/forms/download/21DBF5BF7E860FC185256E13005C6AA6 and the electronic copy must be submitted in Adobe Acrobat PDF format. Part I of the SF330 must be submitted. Part II of the SF330 must be either submitted with Part I or the Part II will be considered submitted if a current version (updated within the 36-month period prior to the date for receipt of submissions) of the Part II information has been uploaded to the Online Representations and Certifications Application (ORCA) website. The Solicitation due date is: September 22, 2011 at 2:00pm Alaska Standard Time (AST) Offerors must mail or deliver their SF330 packages to be received no later than the date and time stated on the Presolicitation Notice. Questions can be directed to the Contracting Specialist/Contracting Officer listed below. Offerors are advised to plan accordingly. No arrangements shall be made by the Government to assist in the preparation of the SF330 package delivery. It is incumbent on the offeror to plan for unanticipated delays in delivery of the SF330 package proposal. For offerors who will have their SF330 package hand delivered, or use personal delivery services such as UPS, DHL or FedEx, the delivery must be by person, courier or personal delivery service. There is limited access to this facility which can be found at the North end of the facility through the main doors and into the atrium doors which leads directly to the receptionist desk. Please have the receptionist contact the Contracting Specialist/Contracting Officer or any Contracting and General Services employee to properly receive hand delivered packages.
