Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Applied Research Program plans to procure on a sole source basis services from Dr. Ron Hays for technical support and scientific input related to the SEER-MHOS and SEER-CAHPS dataset tasks. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 541990 the business size standard is $7.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. The Outcomes Research Branch (ORB) of the Applied Research Program in the Division of Cancer Control and Population Sciences of the National Cancer Institute (NCI) facilitates research on the measurement and evaluation of patient-reported outcomes (PROs) in cancer care. PROs include patients' report of their health status, well-being, overall health, and their experiences with the health care they receive. To achieve its research mission, the ORB currently collaborates with the Centers for Medicare and Medicaid Services (CMS) to support two large scale population-based datasets: 1. The SEER-MHOS dataset links the NCI's Surveillance Epidemiology and End Results (SEER) data with CMS' data from the Medicare Health Outcomes Survey (MHOS); 2. The SEER-CAHPS dataset links SEER data with CMS' data collected using the Consumer Assessment of Healthcare Providers and Systems (CAHPS) survey. The contractor shall write statistical codes needed to create up to 20 composite scores and derived variables in the CAHPS dataset. The contractor shall write four manuscripts: two based on the SEER-CAHPS dataset and two based on the SEER-MHOS dataset. These manuscripts shall be prepared for publication in a peer-reviewed journal. Dr. Hays is uniquely qualified for this project given his rigorous training in outcomes research. Dr. Hays is one of the Principal Investigators for CAHPS, a project that has developed measures to assess consumer evaluations of hospitals, nursing homes, group practices, and individual physicians as well as tools to report these assessments to health care providers and consumers. He has authored a large body of scientific literature based on data from the CAHPS surveys. Dr. Hays also serves as lead on the psychometric analysis group for the Statistical Coordinating Center for the NIH Roadmap Initiative to develop the Patient-Reported Outcomes Measurement Information System (PROMIS). He is Professor of Medicine at UCLA, Professor of Health Services at UCLA. Dr. Hays has contributed to the development of research instruments to assess patient evaluations of health care, health-related quality of life (HRQOL), and other health outcomes. He has used these tools to assess individuals with diverse medical disorders and identify determinants of patient outcomes of health care. Dr. Hays has published 380 research articles and 31 book chapters. He is a former editor-in-chief of Quality of Life Research and former deputy editor of Medical Care. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on September 7, 2011 11:00 a.m. EST. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
