- Title: Release of Draft Systems Requirements Document (SRD) and DD-254 (Contract Security Classification Specification) I. Description: The USAF Air Armament Center - B61-12 TKA Team, in an effort to continue to promote and foster open communication with Industry, requests potential vendors provide comments, questions and/or recommendations regarding the attached DRAFT Systems Requirement Document (SRD) for the acquisition of the B61-12 TKA. The DRAFT SRD is classified at the SECRET/FORMERLY RESTRICTIVE DATA level therefore contractors MUST have a valid facility. To access the SRD the following must be accomplished: 1. The contractor's facility must have a valid facility clearance of at least SECRET/FORMERLY RESTRICTIVE DATA level. The government will verify the facility clearance using the contractors CAGE code via the DSS ISFD system; therefore, it is extremely important for any requesting contractor to ensure their CAGE code is valid and their facility clearance is registered with DSS. 2. Verification that the company has the storage capability to the SECRET/FORMERLY RESTRICTIVE DATA level or higher. 3. Any personnel requiring access to the DRAFT SRD must have a valid personnel security clearance of at least SECRET/FORMERLY RESTRICTIVE DATA level. For proper authentication, the contractor MUST send visit notifications to the Primary or Secondary Points of contact (POC) listed below. The visit requests must include the following information and be submitted via JPAS (using SMO Code AAC EBD) and a copy sent to the POC's listed below: A. Name B. SSN C. Date Clearance was granted D. POC at receiving end E. POC's Phone F. Dates requiring information G. Reason for request H. SMO Code at receiving end 4. Upon receipt of all information, personnel security clearances will be verified and the DRAFT SRD will be delivered via mail (on CD-ROM), or hand delivered via CD-ROM. 5. A specified amount of time will be given to review, and return the DRAFT SRD (via mail or hand delivered) for destruction. 6. If the requesting contractor requires the DRAFT SRD be shared with potential sub-contractors they must follow the procedures listed above prior to granting access. 7. Classified documentation that has been requested, and received from the B61-12 TKA Program Office in response to this announcement shall be destroyed or returned NLT 16 Dec 2011. If the classified material is destroyed it shall be destroyed in accordance with Chapter 6, Section 7 of DoD 5200.1 or 5200.22-M, Chapter 5, Section 7. II. Government Information: Vendors are reminded that any information published, to date, and/or questions/comments received by industry are for market research purposes only. A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided by industry to the Government is strictly voluntary and responses will not be returned. No entitlements to payment of direct or indirect cost or charges to the Government will arise as a result of contractor submission of responses or the Government's use of such information. Information obtained from industries responses to this notice may be used in creating the "Draft" Solicitation and Potential Acquisition Strategy. Vendors are reminded that the Acquisition Strategy has not been approved; and therefore, could change before initial "Draft" Solicitation issuance. Foreign Participation in the B61-12 TKA source selection has been determined to be PROHIBITED in this contract activity. III. Submission Information: Interested parties are requested to provide all responses to the draft SRD no later than 3:00 pm CST on September 06, 2011. The Government is not obligated to provide responses to all comments, but will consider them and incorporate changes as deemed necessary. Comments that result in specific information necessary to submit proposals will be provided to all offerors via this special notice, unless adequately marked with a restrictive legend and/or the information provided is marked as proprietary in nature. Potential sources are responsible for adequately marking proprietary information contained in their response. Any proprietary information must be marked as such on a page-by-page basis. IV.
