- THIS IS A SOURCES SOUGHT NOTICE. RESPONSES TO THIS REQUEST FOR INFORMATION (RFI) ARE NOT CONSIDERED OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. OFFERS OR PROPOSALS WILL NOT BE ACCEPTED. THIS IS NOT A PRESOLICITATION OR SOLICITATION. This Request for Information (RFI) is for market research purposes only. Respondents should not submit any proprietary information when responding to this RFI. The Government will not return any information submitted in response to this RFI. Respondents should also note that the Government is not responsible for any costs incurred by respondents regarding any responses to this RFI. Respondents must submit capability statements that clearly define the firm's ability to perform the work stated in this RFI. The Contractor shall provide personnel, management, and any other items and services not Government furnished necessary to provide vehicle repair parts in accordance with the attached DRAFT Statement of Work (SOW) and Vehicle Density. THIS RFI IS NOT A REQUEST FOR PROPOSAL. It is a market research tool (FAR Part 10) being used to determine potential small business firms capable of providing the particular vehicle repair parts as the vehicle density list described herein prior to determining the method of acquisition. The RFI is also a tool to get feedback on the requirement, detailed in the DRAFT SOW. Feedback is encouraged and appreciated. The NAICS contemplated for this requirement is 336399 with a size standard of 750 employees. The incumbent contractor supporting the 410th Contracting Support Brigade is Stateside Procurement Services, Inc. The current Blanket Purchase Agreement is W912CL-06-A-0402. Current agreement will expire: 28 September 2011. ANTICIPATED PERIOD OF PERFORMANCE: The Government intends to award a Blank Purchase Agreement with a period of performance that shall not exceed five (5) years from the date of award. REQUIREMENTS: Refer to the Attached DRAFT SOW. SUBMITTAL INFORMATION: Interested small business concerns should provide a brief capabilities statement package (no more than 10 pages in length, single spaced, and 12 point font minimum) demonstrating ability to provide the requested repairs parts in accordance with the SOW and the vehicle density list. A generic capability statement is not acceptable. Please review carefully the requirements listed below. We would greatly appreciate your feedback on the following questions. This documentation must address, at a minimum, the following: (1) Company profile to include number of employees, annual revenue history, office location(s), DUNS number, business size; if you are a small business, do you also qualify under any of the sub-categories (small disadvantaged business, woman owned small business, HUBzone small business, service disabled veteran owned small business and HBCU/MI)? (2) Prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the requirements described herein; (3) What specific technical skills does your company possess which ensure capability to perform the tasks? (4) What do you see as the primary risk areas and/or potential issues associated with an acquisition of this type. How do you propose to mitigate any risk(s)? (5) Resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications, specific experience of such personnel. (6) Company's ability to begin performance upon contract award; (7) The NAICS code contemplated for this requirement is 336399 with a size standard of 750 employees. (8) Do you have any other comments or suggestions that you would like to tell us?
