Description
1. Amendment No. 1 is issued to Solicitation document No. A11PS01047: Standard Form 18, Block 10, Due Date for receipt of quotes is extended to 08-25-2011, Thursday, 4:30 PM Phoenix, AZ COB local time. 2. Response to questions is provided: Question 1: We see by the attached document that it is a standard ASTM Phase I ESA that does not cover the presence or absence of "hazardous materials" potentially associated with the building, such as asbestos, lead-based paint, PCB light ballasts, mercury switches, etc. The Statement of Work states "Demolition to include removal and disposal of hazardous materials as required". Since this report does not document these items, are we to assume that the building has been inspected, sampled, and is deemed "free" of these hazardous materials? RESPONSE: According to 'Report of Phase 1 Environmental Site Assessment' dated Nov. 2009, the conclusions and recommendations state "this assessment has revealed no evidence of recognized environmental conditions in connection with the property". The report further states the Report was performed and prepared in accordance with ASTM Practice E 1527-05 Standards. "removal and disposal of hazardous materials as required" was included in the event REC existed; however SOW further stated in paragraph the following: "The contractor shall determine if hazardous materials (lead-based paints, Possible Asbestos Containing Materials) reside in the building's structure, components, or assemblies based upon a site survey/inspection and to reference the environmental site assessment report, which is available upon request" Question 2: If so, can we get a copy of the screening assessment report? RESPONSE: SEE Statement of Work, Compliance with Regulations (last paragraph) reads: "Environmental Site Assessment document, dated November 2009, is available for quoters review - for a copy, send e-mail request to: paul.robinson@bia.gov."
