- NASA/ARC has a requirement for a Pulsed Field Gel Electrophoresis laboratoryinstrument. Pulsed Field Gel Electrophoresis (PFGE) is a technique used for theseparation of large DNA molecules by applying an electric field that periodically changesdirection to a gel matrix. Contour-clamped homogeneous electric field (CHEF)electrophoresis is a technique of pulsed-field gel electrophoresis that enables theresolution of large fragments of DNA that cannot be resolved by conventional gelelectrophoresis. NASA requires a CHEF- capable PFGE laboratory instrument that has thefollowing minimum requirements:1.Instrument must have clear resolution of DNA fragments equal to the genomic sizeof bacteria currently being studied, less than or equal to 10 million base pairs.2.Must include software to increase resolution based on specific needs.3.Unit must be able to accommodate multiple users with multiple programs stored inthe units memory.4.Unit must be able to vary the subsections of an experiment in order tosignificantly reduce experiment time.5.Laboratory space is limited; unit must fit on benchtop; maximum size 56 x 35 x 30cm.NASA/ARC intends to purchase the CHEF Pulsed Field Gel Electrophoresis laboratoryinstrument from Bio-Rad Laboratories, Life Science Group of Hercules, CA, under theauthority of FAR 13.106-1(b), for the acquisition of supplies determined to be reasonablyavailable from only one source.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 7, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
