Description
'DRAFT' SOO REQUEST FOR INFORMATION (RFI) The USAF solicits responses to this Request for Information (RFI), as defined in FAR 15.201(e), to obtain technical information, price, delivery, and other market information or capabilities for planning purposes. Interested contractors are encouraged to submit a Rough Order of Magnitude (ROM) and technical information. All information submitted in response to this announcement is voluntary and no information will be returned. This RFI is not a request for competitive proposals; therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Companies that respond will not be paid for the information. If simplifying assumptions are needed to prepare the ROM and any other technical information, respondents are encouraged to make and document the assumptions used in their responses. Any information obtained will be considered market research and may be used as a general concept, however any specific information will be treated as proprietary information, if so marked. Otherwise, contracting questions should be directed to the Contracting Officer, Marilee.barnes@hill.af.mil, (801) 777-3610 and technical questions should be directed to Rick.Finlinson@hill.af.mil, (801) 775-4709. Requested Information: 1. What is your company name and CAGE code? 2. Who is your point of contact and what is their email address and telephone number? 3. The Government is thinking of issuing this requirement under NAICS 488190. What NAICS code do you suggest for this acquisition, if different than above suggested please provide the suggested NAICS code? 4. Is your company a small business for this NAICS Code? If your company is a small business, please list subcategory type, such as: woman owned business, small disadvantaged business, 8a business, HUB Zone business, service disabled veteran owned business, etc. 5. If a small business, would your company provide products of its own manufacture or would it provided products manufactured by another small business. Same question for subcategories of small businesses e.g. 8a. 6. Describe financing methods customarily provided by buyers in this industry (industry defined by the NAICS code or by providing this type of requirement). Note: the Air Force (AF) is not authorized to make advance payments (payments before costs are incurred or work is completed). 7. Do you consider the requirements to be commercial (see FAR 2 definitions)? 8. Are there any commercial items in existence that meet the system specification? 9. Is there a commercial product that could meet the system specification with modification, if so describe the level of modification in general terms, i.e. low, moderate or extensive? 10. How long do you think it will take to design, build, and install these items? 11. What is an estimated cost, as detailed in the system specification? 12. How much time is needed to prepare and submit a proposal based on the provided system specification? 13. Describe your experience of same or similar requirements, to include government work. Include quantity, customer, date of delivery, and period of performance. 14. Is your interest in this as a prime contractor or as a subcontractor? 15. Discuss any specific concerns you may have with our requirement or specification (Please note the page and paragraph when discussing specific concerns).
