Description
Notice Type: Sources Sought Set Aside: N/A Synopsis: This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 1089111. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-54, 4 August 2011. The associated North American Industry Classification System (NAICS) Code is - 334516 - Analytical Laboratory Instrument Manufacturing; Small Business Size Standard is 500 in number of employees. BACKGROUND: Most food allergens and gluten are proteins, and the study of these requires that they be of high purity. This is attainable via column chromatography. The column chromatography system will be used to facilitate bulk purification of bio-molecules including proteins by gel filtration, ion exchange, hydrophobic interaction, or affinity chromatography. REQUIREMENT: The DVA's immunobiology Branch within The Food and Drug Administration (FDA) has a requirement for an chromatography system to promote the infrastructure of the FDA laboratory work and regulatory mission responsibilities. The required features of the instrument need to include: Item Details Gradient Pump Four pump heads in two pump modules. 10ml/min, 250 bar (25 MPa) Mixer Used for precision gradient formation. UV-Vis Detector Variable, multi-wavelength UV-Vis detector, 190-700nm Injection valve pH/C-900 monitor with conductivity cell. Measures both conductivity and pH with temperature compensation from a single instrument. Complements UV monitoring by providing true elution conditions. Extremely useful for optimizing gradients, monitoring reproducibility over several runs, and ensuring the quality of samples, buffers and data from other instruments. Wide dynamic range from 014 pH units and 1 µS/cm to 999.9 mS/cm eliminates range settings. Perfect for applications ranging from low conductivity reversed phase to high salt separations. High-performance flow cells handle flow rates up to 100 ml/min. Electrodes 1 pH electrode round tip 1 Dummy electrode, round tip Sample outlet valve Sample collection (8 ports) Fractionation Kit Comprised of one motor valve, tubing and connector. Fraction collector Includes rack for holding 16mm tubes. RAID 1 Windows XP Dual operating hard drives needed for data protection Monitor 22" LCD display. Dimensions (mm) 500 x 460 x 620 Weight (kg): 75 Solvent Compatibility All commonly used chromatograph solvents Operating Temperature (C) 4 - 40 Voltage 100-120/220-240 VAC, 50-60Hz Safety Specifications CE 89/336/EEC (EMC directive), CE 73/23/EEC (LV directive), EN-61010-1 (IEC 1010-1, UL3101-1, CSA22.2 1010-1) Potential contractors must indicate business size, proof of any set-aside certification and company's DUNS number and provide a contact name, the mailing address, phone number and email address of point of contact. Capability statement must provide enough information to determine if company can meet requirements stated above by including technical specifications, descriptive literature, brochures and other information that demonstrates the capabilities of the contractor to meet the requirements. Provide two contact names, email and phone numbers for user of the proposed system that may be contacted by the Government. Respondents are responsible for delivery in person, by email, fax, mail or other delivery method their responses on or before 25 August 2011 before 9:00 am (Central Standard Time - Local Prevailing Time in Jefferson, Arkansas), at the Food and Drug Administration, OC/OA/OAGS, ATTN: Karen J.
