Description
HSTS04-11-R-CT1270 Synopsis This is a pre-solicitation notice posted in accordance with the requirements of FAR 5.204. TSA office of Acquisition intends to establish a Qualified Product List (QPL) for the Next Generation Checked Baggage Explosives Detection Systems (EDS) which serve as a primary screening device of airline passenger checked baggage. The establishment of the QPL will be based on current market-ready systems which must provide detection performance in accordance with TSA Electronic Baggage Screening Program (EBSP) Requirements for Automated Detection of Explosives Revision 5.8 dated January 20, 2010. Once Operational Testing and Evaluation (OT&E) is completed the systems that are deemed acceptable will be approved and incorporated into the new MSEDS QPL. The items that will be included under this QPL are: Checked Baggage Screening Technology Reduced Size EDS Checked Baggage Screening Technology Medium Speed EDS Checked Baggage Screening Technology High Speed EDS This requirement is for the purchase and installation of Medium Speed Explosive Detection Systems (EDS) and engineering support services associated with these systems. The Government intends to issue a multiple award Hybrid Indefinite Delivery/Indefinite quantity (IDIQ) contract, with Firm Fixed Price and Time and Material (T&M) Contract Line Item Numbers (CLINs). This contract will have a five (5) Year Ordering Period. Delivery/Task orders will be issued for all equipment and service requirements as needed. The government reserves the right to issue a single award IDIQ should it be determined to be in the Government's best interest. Under this contract the contractor shall provide management support services including systems engineering, quality assurance (QA), configuration management (CM), system test and evaluation, training, and support required to test, deliver, configure, and install the EDS equipment. The total estimated value of this requirement, for 5 years, is approximately $691 million. The estimated release date for the solicitation is tentatively 12 September 2011.
