Description
The Naval Air Systems Command (NAVAIR), PMA 275 intends to award a Sole-Source delivery order under Basic Ordering Agreement N00019-07-G-0008, or follow-on Basic Ordering Agreement to Bell Boeing Joint Project Office, for a coating of the Forward Windscreen on the V-22 aircraft. Bell Boeing has the knowledge and expertise based on their established design parameters and performance requirements of the windscreen for the joint services advanced vertical lift aircraft (V-22). This effort will address the qualification of a new hard protective coating to be applied to the unique forward cockpit windscreen on the V-22 without impacting or inhibiting the specific functions of the windshield to address reliability, maintainability and readiness driven issues. This effort includes the Non-Recurring Engineering for a coating of the Forward Windscreen PN901-947-756-301/203. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Bell-Boeing is the sole designer, developer, and producer of the V-22 Tilt-Rotor aircraft. Bell-Boeing is the only known source that possesses the requisite knowledge and expertise required to perform this effort.
