- 1.0 Description: The U.S. Department of Transportation (U.S. DOT), Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, is conducting a sources sought notice for the following potential requirement: 2.0 Background: The primary mission of the Federal Motor Carrier Safety Administration (FMCSA) is to reduce crashes, injuries, and fatalities involving large trucks and buses. To support the agency's mission, the Safety Measurement System (SMS) quantifies the onroad safety performance of motor carriers and drivers to identify candidates for interventions; to determine the specific safety problems exhibited by a motor carrier and its drivers; and to monitor whether safety problems are improving or worsening. One (1) portion of the SMS is motor carrier and driver crash involvement. To support this effort, the Volpe Center will implement a process that will review crashes to determine if the motor carrier and driver are accountable for the crash. The accountability determination will be incorporated in the SMS. As part of the crash accountability review process, analysts will review the final Police Accident Report(PAR) and FMCSA's crash and post-crash inspection reports to determine if the motor carrier is accountable for the crash based on rules defined in a manual provided by the Government. The accountability determination is derived from the Critical Reason of the crash, which is defined as the immediate reason for the action or event that places the vehicle or vehicles on a course that made the crash unavoidable. The crash accountability determination will be stored in the Federal Motor Carrier Safety Administration (FMCSA) systems. 3.0 Potential Tasks to be Performed: For a given crash: 1. Review the PAR and FMCSA crash and post-crash inspection reports that will be provided 2. Determine the Critical Reason for the crash 3. Code the crash as one (1) of the following: A. Accountable: Driver critical reason for crash B. Accountable: Vehicle critical reason for crash C. Unable to determine if accountable D. Not accountable 4.0 Submission Instructions: All capability information submitted by respondents shall include: Contract number; Customer (Government agency or private industry); Contracting Officer's Technical Representative (COTR) name, telephone and fax numbers; contract value and type of contract; period of performance; and description of product/services. Information provided should be detailed in the area(s) above so the Government can assess the ability of the company to provide the described services. All of the information sought should be conveyed in no more than ten (10) pages. Page size is set at 8½ X 11 inches; text font must be no smaller than 12 point; and text should be doubled spaced. Each response must reference the sources sought title. The NAICS Code for this acquisition is 541690 and the small business size standard is $7M. Interested parties must respond to this announcement in writing within 15 days of publication (no later than September 9, 2011, 2:00 PM Eastern Time). Telephone requests will not be honored. Electronic attachments to the e-mail should be submitted in Microsoft Office 2003 (or later) productivity application formats, or any format that can be imported by Microsoft Office. 5.0 Information Availability: THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This notice is for information and planning purposes only, and is a market research tool to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and possible issuance of a Request for Proposal, including the use of any non-profit organization or small business program. The notice does not constitute a solicitation for bids, quotations, and proposals, and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive contract. The Government is not obligated to and will not pay for any information received from potential sources as a result of response to this Sources Sought notice.
