CONTACT POINTS: Chris Ganey Contract Specialist, (301) 975-6205 pATRICK sTAINES Contracting Officer, (301) 975-6335 DESCRIPTION: The National Institute of Standards and Technology (NIST) has a requirement for Ten Piping sections for Smokestack Simulator to be used in the Physical Measurement Laboratory at NIST, Gaithersburg, MD. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53, (Effective 04) Aug 2011 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to Chris Ganey. Questions should be received no later than 7 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is 100% set-aside for small business. In accordance with the non-manufacturer rule, the contractor shall be a small business under the applicable size standard and shall provide either its own product or that of another domestic small business manufacturing or processing concern. See FAR 19.102(f) for additional information. All offerors shall provide a quotation for the following line items: Line Item 0001: Ten (10) Ten Piping sections for Smokestack Simulator STATEMENT OF WORK: Introduction The contractor shall furnish the necessary personnel, material, equipment, and services to fabricate, test and deliver Ten Piping sections for Smokestack Simulator. Background NIST is developing measurement techniques to quantify greenhouse gas emissions from power plant smokestacks. Accordingly, NIST will build a small-scale smokestack to use as a test bed. Flows with swirl patterns typical of power plants will be measured in the stack using existing measurement techniques and protocols (e.g., EPA pitot probe traverse). NIST seeks to procure 10 piping sections that will be used to transport the air. Minimum Requirements The system shall meet or exceed the technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Minimum Specifications: Shall meet or exceed the following specifications. 1) Nine of the ten piping sections (i.e., all but section 8) will be 48 inch standard 40s (i.e., wall thickness of 0.375 inch so that the pipe ID is 47.25 inch ± 0.01 inch). One section of piping (i.e., section 8) will be 36 inch standard 40s (i.e., wall thickness of 0.375 inch pipe ID is 47.25 inch ± 0.01 inch). See below for additional details. 2) All piping will comply with API 5L, A53 Grade B 3) All piping sections will be made of Carbon Steel and have a circular cross section 4) All pipe sections will have ANSI B16.47 150lbs Flanges 5) The first 8 sections and their lengths are specified in Figure 1 and described below: a. Section 1 has a length of 20 ft (Note: the 20 ft. section can be substituted with two 10 ft. sections) b. Sections 2 and 5 all have lengths of 10 ft c. Sections 3, 4, and 6 have a length of 8 ft. d. Section 7 will have a length of 8 ft. e. Section 8 will have a length of 10 ft. This section will also have only 1 Raised Face (RF) flange on one end. f. Pipe Section 1, 2, 3, 4, 5, 6, and 7 shall comply with NIST - 1222 g. Pipe Section 7 shall come with an additional blind flange to access interior of piping. h. Section 8 will have one series B Raised Face (RF) flange on one end of the pipe and shall comply with NIST - 1220 B. 6) Sections 9 and 10 are not shown in Figure 1 as they shall be modified on site and not immediately installed. These sections will not be provided by contractor). See attached NIST - 1222 AND NIST 1220B Express Warranty The contractor shall warrant the entire system for a period of at least one year. The warranty must include unlimited telephone/e-mail support for questions regarding operation. All costs including parts, labor, travel, and other expenses necessary to repair the system will be borne solely by the contractor at no additional cost to the U.S. Government. Delivery Delivery should be FOB DESTINATION and shall take place not later than 2 months after contract award. Flatbed trailer is required. NIST will provide the unloading of equipment. INSTRUCTIONS: Central Contractor Registration In accordance with FAR 52.204-7, the awardee must be registered in the Central Contractor Registration (www.ccr.gov) prior to award. Refusal to register shall forfeit award. Due Date for Quotations Offerors shall submit their quotations so that NIST receives them not later than 12:00 p.m. Eastern Time on September 6, 2011. FAX quotations shall not be accepted. E-mail quotations shall be accepted at Christopher.ganey@nist.gov. Offerors' quotations shall not be deemed received by the Government until the quotation is entered into the e-mail address inbox set forth above. Quotations shall be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Chris Ganey, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640. All offerors should ensure the RFQ number is visible on the outermost packaging. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be provided to Chris Ganey, Contract Specialist on 301-975-6205. Addendum to FAR 52.212-1, Quotation Preparation Instructions 1) Price Quotation: The offeror shall submit an original and two copies of the completed price schedule. If the quotation is submitted electronically, additional copies are not required. The pricing quotation shall be separate from any other portion of the quotation. The offeror shall propose a firm-fixed-price, FOB Destination, for each CLIN. Price quotations shall remain valid for a period of 60 days from the date quotations are due. 2) Technical Quotation: The offeror shall submit an original and two copies of the technical quotation. If the quotation is submitted electronically, additional copies are not required. The technical quotation shall address the following: Technical Capability: The offeror shall submit a technical description or product literature for the equipment it is proposing, which clearly identifies the manufacturer, make and model. The offeror must demonstrate that its proposed equipment meets or exceeds each minimum requirement described in the statement of work by providing a citation to the relevant section of its technical description or product literature. If applicable, evidence that the Offeror is authorized by the original equipment manufacturer to provide the item(s) in the quotation should be included. DELIVERY INSTRUCTIONS: Offerror will need to contact NIST technical contact., Joey Boyd to schedule exact delivery date - NIST will provide means to unload piping. See attached NIST - 1222 AND NIST 1220B QUOTATION EVALUATION: Evaluation Factors Basis for Award shall be technically acceptable/ lowest price. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability and 2) Price. Technical Capability: No prototypes, demonstration models, used or refurbished instruments will be considered. Evaluation of technical capability shall be based on the information provided in the quotation. NIST will evaluate whether the offeror has demonstrated that its proposed equipment meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not. 1352.233-70 AGENCY PROTESTS (APR 2010) (a) An agency protest may be filed with either: (1) the contracting officer, or (2) at a level above the contracting officer, with the appropriate agency Protest Decision Authority.
