- The National Institutes of Health (NIH), National Institute of Diabetes, Digestive and Kidney Diseases (NIDDK) intends to procure services to perform Metabolomics and Lipidomics Analyses of Vitamin C Samples from Dr. Bruce Kristal, Department of Neurosurgery, Brigham and Womens Hospital/Department of Surgery, Harvard Medical School, 221 Longwood Avenue, LM322, Boston Mass. Concentration function relationships are essential for predicting optimal vitamin C intake. Vitamin C plasma concentrations vary more than 10 fold in healthy humans as a function of vitamin C intake. However, the consequences of these varying concentrations are unknown. To address this problem, pharmacokinetics experiments were performed at the NIDDK, NIH. Healthy subjects were brought to steady state vitamin C concentrations over a range of approximately 10 fold. Subjects were hospitalized for an average of 6 months, producing a unique data set. Part of this data set is used to set vitamin C intake recommendations in many countries. Another part of these experiments was to collect and freeze plasma and tissue samples until techniques became available in the future to analyze them. Recent analytical and technological advances from one laboratory have now made it feasible to analyze these unique samples for metabolomics and lipidomics. The purpose of this procurement is to perform basic metabolomics and lipidomics analyses on 80 samples from 11 healthy female subjects. NIDDK will send 80 coded samples of 1 ml each to be analyzed on a Couloarray platform and by lipidomics mass spectrometry (liquid chromatography/orbitrap mass spectrometry). Basic informatics analyses (principal components analysis, partial least squares projection to latent structures discriminant analysis) will be performed, and will guide whether more intensive data future mining and modeling is undertaken. This action is under the authority of 41 U.S.C. 253(1), as set forth on FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other will satisfy agency requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received with 10 days after the publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Confidentiality - No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
