- COMBINED SYNOPSIS/SOLICITATION INSTALL HAZARDOUS MATERIAL STORAGE SHED AT THE POINT ADAMS RESEARCH STATION AT HAMMOND, OREGON (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number AB1330-11-RQ-5947/WSB. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. (IV) This solicitation is being issued as a Total Small Business Set-Aside.. The associated NAICS code is 332331. The size standards in number of employees is 500. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN 0001: Hazardous Material Storage Shed for Point Adams, OR Research Station to be delivered by March 31, 2012. (VI) Description of requirements is as follows: STATEMENT OF WORK INSTALL HAZARDOUS MATERIAL STORAGE SHED AT THE POINT ADAMS RESEARCH STATION AT HAMMOND, OREGON 1. SCOPE 1.1. Background. 1.1.1. The Northwest Fisheries Science Center (NWFSC), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. The NWFSC provides scientific and technical support to NMFS for the management, conservation, and wise use of the Northwest region's marine and anadromous resources. 1.1.2. The NWFSC Point Adams, Research Station in Hammond, Oregon has an existing Hazardous Material Storage shed that is significantly deteriorated. Doors are corroded to the point that they cannot be opened easily. The shed additionally has significant corrosion on all external and internal surfaces. Ventilation in this building is inadequate for the various processes occurring in this building, specifically waste consolidation. There is also extensive mold all over the inside of the building. This shed is basically unusable. 1.1.3. The NWFSC seeks services from a qualified General Services Administration (GSA) Contractor to install a new prefabricated hazardous materials storage shed that meets current building standards. 1.2. Purpose. 1.2.1. The purpose of this Statement of Work is to define the services required for the design and installation of a new prefabricated hazardous material storage shed at the NWFSC Point Adams, Research Station in Hammond Oregon. 1.3. Objective. 1.3.1. In accordance with the terms of this contract, the Contractor shall be required to furnish all materials, engineering, installation, supervision (and orientation training to site staff regarding the operation of this new storage shed) during the installation of a prefabricated hazardous material storage shed at the Point Adams, Research Station. The Contractor shall plan, schedule, coordinate, and assure effective performance of all services described herein. 1.4. Contractor Qualifications and Training: 1.4.1. General Services Administration (GSA) Contractor shall have modular hazardous material storage buildings available on their contract to perform this project. The Contractor shall be a company engaged in the business of providing labor, equipment, tools, and parts to perform installation hazardous material storage buildings; and shall provide evidence of completion of projects of similar scope within the past three years. 1.4.2. Possess those licenses/permits required to design and install hazardous material storage buildings; and have personnel trained and certified in the design and installation of such buildings. 1.4.3. Personnel knowledgeable in local, state, and national codes, and regulations. All work shall comply with the latest revision of the codes or regulations. When conflict exists between local or national codes or regulations, the most stringent codes or regulations shall be followed. 1.4.4. Be in business a minimum of five (5) years. 1.4.5. The Contractor shall furnish all labor, materials, equipment and supplies; and shall perform all operations necessary for the completion of the contract. 1.5. General Installation 1.5.1. The installation shall be made in strict accordance with the latest requirements of the International Building Code (IBC), the National Fire Protection Agency (NFPA), and the Occupational Safety and Health Administration (OSHA) as minimum requirements. 1.6. Location 1.6.1. This work is at the Point Adams, Research Station, 520 Heceta Place, Hammond OR, 97121. See Figure 1 for Diagram of the Point Adams site, and location where the Hazmat shed will be installed. 2. CONTRACTOR TASKS 2.1 Basic Services 2.1.1 Contractor shall design and place/build a new Hazardous Material Storage shed and associated structures that meet the performance specifications 7.1 to 7.2.1 stated in Section 7 of this Statement of Work (SOW). 2.2 Option 2.0.1 Contractor shall design, provide, and install a flexible fume extraction device (local ventilation) in the storage shed as specified in Section 7 of this SOW. Contractor shall provide shop drawings and product descriptions of the new shed and associated structures to the NWFSC Point of Contact (POC) for review and approval. 2.1.1.2. After submittals are approved by the POC, the Contractor can begin fabrication. Delivery will be made by the contractor. 2.2. Installation 2.2.1. Contractor shall deliver and install/build the new shed and associated structures in a location behind the single bay garage, and shall orient the shed as illustrated in the above drawing. The entry-way door will be facing east (Figure 1). 2.2.2. Contractor will install and level the hazardous materials storage shed on a gravel area provided by NWFSC. 2.2.3. General equipment that is common to the installation of hazardous storage sheds will be provided by NWFSC. 2.2.4. Test all operational equipment and verify proper operation. 2.2.5. Provide shop drawings of the new Hazardous Materials Storage shed and associated equipment. 3. Bid Schedule 3.1. Contractor shall submit prices for bid items as indicated on the Bid Schedule on page 6 of this Statement of Work. 4. Codes, Permits, and Inspection 4.1. The installation shall comply with all laws applying to hazardous material storage shed installations in effect, and with the regulations of the National Electrical Code. The Contractor shall obtain all permits and arrange for all inspections required. 5. Repair of Existing Work 5.1. All work shall be carefully laid out in advance. Any damage to Government facilities or equipment shall be repaired by skilled mechanics of the trades involved at the expense of the Contractor.   6. Guarantee 6.1. The Contractor shall, without additional charge, replace any work, materials or equipment furnished and installed by him under this contract which develops defects, except from ordinary wear and tear, within one year from the date of the final acceptance of the work. 7. Performance Specifications: 7.1. The new Hazardous Storage Shed shall meet the following performance specifications: 7.1.1. It will be 8-9 foot width, 18-20 foot length, 8'6" - 9' height. One set of locking double doors will be installed on the end of the building (west). 7.1.2. Raised fiberglass safety flooring above a steel liquid tight, continuously welded sump. 7.1.3. Portable or plumbed eyewash and safety shower (external) located immediately outside the shed (Figure 1) 7.1.4. Explosion proof lighting and switches. 7.1.5. NFPA and OSHA compliant grounding and electrical for hazardous locations. 7.1.6. Chemical fire suppression system. 7.1.7. Explosion proof mechanical ventilation. 7.1.8. Explosion relief panels. 7.1.9. Interior and exterior to be chemical, corrosion, UV, and impact resistant paint / resistant to a saltwater environment. 7.2. Optional Equipment: 7.2.1. Install a flexible fume extraction device (local ventilation). 8. Work outside regular hours. 8.1. If the Contractor desires to work outside the regular working hours (8:00 a.m. to 4:30 p.m., Monday through Friday), he shall notify the Contracting Officer or Point of Contract (POC) at least 24 hours in advance to enable satisfactory arrangements to be made by the Government for inspecting the work in progress. 9. Fire Prevention and Protection 9.1.1. Comply with local fire prevention regulations and, where the regulations do not apply, comply with the Standards of the National Fire Protection Association (NFPA). Wall fire rating should be 2 hours, roof fire rating of 1.5 hours. 10. Acceptance of Work 10.1 The completion of this contract will be established by a written notice of acceptance issued by the Contracting Officer. 11. Salvage 11.1 All existing materials which are to be removed and are not indicated or specified for reuse in the new work shall, unless otherwise specified, become the property of and be disposed of by the Contractor away from Government property at the Contractor's expense. 12. Materials, Equipment, Fuel and Supplies 12.1 The Contractor is responsible for the receipt, transportation, and storage of all materials, equipment, tools, fuel and supplies, required for the completion of the work of this Contract. 13. Identification of Employees and Equipment 13.1 Submit to the Point Adams, Research Station Manager, a complete list of all employees, representatives, and subcontractors, including name, age, and address prior to commencement of work. Contact the Facility Manager regarding regulations concerning vehicle passes. Furnish a complete list of vehicles and equipment to the Facility Manager. The list shall include the make, model, year built, and identifying marks. 14. Notices to POC 14.1. Unless otherwise provided for herein, advise the POC and the Facility Manager a minimum of 24 hours in advance of the following planned actions: 14.1.1. Commencement or recommencement of work at the site. 14.1.2. Shutdowns. In the event of a Government wide shutdown or Furlough, all work on the site will be canceled until Government shutdown is over. 14.1.3. Requests for POC inspection of critical job elements. 15. Special Requirements 15.1.1. The contract work must be carried out in a manner that minimizes disruption of the operation of the Point Adams, Research Station. 16. Demolition 16.1.1. Should demolition be required, the Contractor shall: 16.1.2 Protect portions of existing structures against damage and discoloration. 16.1.3 Arrange for and verify removal of electrical power from panels that are to be demolished. 16.1.4 Allow no debris to accumulate in Buildings or on Grounds. 16.1.5 Haul debris away from Site as soon as removed, and legally dispose at Contractor's expense. 17. Price proposal shall be itemized as indicated on the bid schedule below: Item Description Cost Basic Services: Design, provide and install a new Hazardous Material Storage shed that meets Section 7 specifications including concrete pad. Option: None. 18.2 Offers will be evaluated based on price and the factors set forth in the Section 7, and award will be made to the vendor offering the Best Value to the Government in accordance with the Statement of Work. In addition to written price quotes, offers are instructed to provide a capability statement describing qualifications to perform requirements listed in paragraphs (V) and (VI), and past performance references.
