Description

Southwest Regional Maintenance Center (SWRMC) intends to solicit and award a Sole Source, Firm Fixed Price, Indefinite Delivery/Indefinite Quantity type contract to Fincantieri Marine Systems North America (FMSNA), 800-C Principal Court, Chesapeake, VA 23320. This Sole Source contract is to furnish all labor, equipment, and material needed to provide repairs to Main Propulsion Diesel Engines (MPDE) and Ships Service Diesel Generators (SSDG) on Mine Counter Measure (MCM) Ships, MCM-1 through MCM-14, located in Bahrain, Japan and San Diego, CA. The period of performance is 1 twelve month base period with 4 one year option periods. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c) (1) FAR 6.302-1(a) (2) - Only one responsible source and no other supplies or services will satisfy Agency requirements. FMSNA owns proprietary data and is the Original Equipment Manufacturer (OEM) for the Isotta-Fraschini diesel engines on MCM-3 through MCM-14. Additionally, FMSNA is the only company with the technical capability and infrastructure in Japan that can service the Waukesha diesel engines on MCM-1 and MCM-2 and as such, FMSNA is the sole source of maintenance and repair to the diesel engines of the MCM class ships. This notice is NOT a request for proposals. The Government does not intend to issue a solicitation for proposals. A determination by the Government not to compete this requirement is based upon the authority within the Justification and Approval, N55236110004. No phone calls or emails will be accepted.
