- Description
- The National Park Service, Historic Preservation Training Center, is soliciting proposals for all labor, materials, equipment and travel necessary to rehabilitate boundary walls, Nashville National Cemetery, located 1420 Gallatin Road South, Madison, TN. The work identified in the specifications and drawings is separated into work associated with the Basic Requirement and five separate additives. The Basic Requirement is work to include: Clean Wall Surfaces to remove biological growth, atmospheric pollutants, and other contaminates without damage or disintegration of masonry surfaces; Remove coping stones for wall repairs, dismantling and reconstruction tasks. The interior wall cavity shall be grouted while the coping stones are removed; Repair, Dismantle and Reconstruct Failed Wall Sections in such a manner that reused building stones can be returned to the same course and whenever possible, back to the original positions, alignment and elevation in the boundary wall. New building stones shall be installed in a manner to recreate the appearance of the original wall section; Construct concrete footings and retaining walls primarily on the South Boundary wall to strengthen reconstructed boundary wall sections; Install Underground Drain Piping exclusively along the South Boundary Wall to direct ground water away from boundary wall sections; Rake and Re-Point Wall Sections to correct mortar failures and removal of inappropriate past re-pointing campaigns. Lime based mortars shall be used along with the recreation of original mortar profiles and tooling; Grout Interior Wall Cavities or voids manually via buckets to strengthen the wall structure and tie loose members together; Re-Set and Replace Coping Stones after all other tasks are completed following existing boundary wall construction and cemetery topography. The estimated construction range for work associated with the Basic Requirement is between $100,000,000 and $500,000,000. The work associated with Additives Number 1 through 5 follows: Additive Number 1 is: Repair, dismantle and reconstruct failed Wall Sections specified on the North Boundary Wall. The estimated construction range for work associated with the Basic Requirement is between $100,000 and $200,000. Additive Number 2 is: Clean remaining wall surfaces as specified on the North Boundary Wall. The estimated construction range for work associated with the Basic Requirement is between $25,000 and $100,000. Additive Number 3 is: Rake and re-point remaining interior wall sections as specified on the North Boundary Wall. The estimated construction range for work associated with the Basic Requirement is between $25,000 and $100,000. Additive Number 4 is: Rake and re-point remaining exterior wall sections as specified on the North Boundary Wall. The estimated construction range for work associated with the Basic Requirement is between $25,000 and $100,000. Additive Number 5: Remove coping stones, grout interior wall cavities, re-set and replace coping stones specified on the North Boundary Wall. The estimated construction range for work associated with the Basic Requirement is between $100,000 and $250,000. A Preproposal Conference and Site Visit is tentatively scheduled for September 26, 2011 at 9:30 a.m. at Nashville National Cemetery, 1420 Gallatin Road South, Madison, TN. Please check the Solicitation for confirmation of the date. Proposals will be evaluated by the Technical Evaluation Panel using the Evaluation Criteria and assigned weights identified in the Solicitation. Criteria A, Experience and Commitment of Proposed Key Personnel; Criteria B, Safety; Criteria C, Stone Masonry Wall Projects; Criteria D, Concrete Retaining Walls and Earthwork Projects, Criteria E, Construction Work Experience with Projects Adjacent to Major Roadways; Criteria F, Past Performance, and Criteria G, Price. The Government anticipates award of a firm-fixed price contract on or before November 15, 2011. The Solicitation will be issued electronically on the Federal Business Opportunities Website http://www.fedbizopps.gov and the Department of Interior's National Business Center (NBC) website at: http://ideasec.nbc.gov. Offerors interested in doing business and receiving a copy of the Solicitation must register on both the Fed Biz Opps (www.fedbizopps.gov) and ideas (ideas.nps.gov) websites. The Solicitation with specifications and drawings shall be posted on or about September 12, 2011. NO HARD COPIES OF THE PACKAGE WILL BE ISSUED. A hard copy of the Technical and Business proposal shall be submitted to the address identified in the solicitation package on or before 12:00 p.m. local prevailing time on October 11, 2011.
