AMENDMENT NO. 1 - 1. THIS AMENDMENT CHANGES THE EVALUATION CRITERIA, #5, TO REMOVE THE REQUIREMENT FOR A MINIMUM OF 10 YEARS EXPERIENCE. NUMBER 5 SHOULD NOW READ: PROVEN RECORD OF EXPERIENCE IN MARINE INTERPRETIVE SIGN DEVELOPMENT, FABRICATION AND INSTALLATION, PREFERABLY WITH DIFFERENT GOVERNMENT AGENCIES. 2. CLARIFY THE SPECIFICATIONS FOR THE SIGNS AND STANDS: MATERIALS ARE TO BE PART OF THE DESIGN BY THE BIDDERS. MATERIALS HAVE NOT BEEN SPECIFIED BY THE GOVERNMENT. ALL SIGNS ARE SINGLE SIDED. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NCND6021-11-03204DT. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 339950. The small business size standard is 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN 0001 Provide design, fabrication and installation of up to 8 outdoor 36 inch wide by 24 inch tall digital high pressure laminate interpretive signs and up to 13 indoor graphics panels of varying sizes for the Torch Oil/Platform Irene Oil Spill Natural Resources Trustee Council Rocky Intertidal Habitat Protection Program. The outdoor signs shall be installed at outdoor settings at entrances to rocky intertidal beaches in Santa Barbara County. The indoor interpretive graphics panels will highlight black abalone habitat and rocky intertidal marine life in four different aquariums and informal science center settings. (VI) Description of requirements is as follows: STATEMENT OF WORK INTERPRETIVE SIGNS AND GRAPHIC PANEL DESIGN AND FABRICATION CHANNEL ISLANDS NATIONAL MARINE SANCTUARY Summary The central deliverables for the contract are the design, fabrication and installation of up to 8 outdoor 36" wide by 24" tall digital high pressure laminate (DHPL) interpretive signs and up to 13 (DHPL) indoor graphics panels of varying sizes (see attached spreadsheet) for the Torch Oil/Platform Irene Oil Spill Natural Resources Trustee Council Rocky Intertidal Habitat Protection Program. The outdoor signs shall be installed at outdoor settings at entrances to rocky intertidal beaches in Santa Barbara County. The indoor interpretive graphics panels will highlight black abalone habitat and rocky intertidal marine life in four different aquariums and informal science center settings. Background The Channel Islands National Marine Sanctuary is leading the implementation of the Torch Oil/Platform Irene Oil Spill Natural Resources Trustee Council Rocky Intertidal Habitat Protection Program ("program"). The goals of the program are to provide local community outreach and education regarding the sensitivities of rocky intertidal habitats and to reduce the impacts from human disturbance on tide pools. Tide pools and other components of rocky intertidal shores represent a species-rich habitat which attracts a wide array of visitors and collectors. Human disturbance of tide pool areas is of concern and includes trampling of the resources, turnover of rocks, displacement of both living and non-living resources, and collecting of intertidal species or shells that can provide habitat. In addition to direct losses from trampling and collecting, secondary changes may result from changes in distribution, prey availability and competition. Under heavy use, patches of habitat become more frequently disturbed, allowing less time for recovery. Program components include the design, fabrication and installation of interpretive signage and exhibit panels about rocky intertidal habitats. The outdoor interpretive signs will be located at various public locations such as overlooks, beaches and other popular ocean-view sites that are managed by federal, state or private partners. The interpretive graphic panels will be located in (4) partner aquarium and informal science center locations in Santa Barbara County. The interpretive signs and graphic panels will provide information to the public about natural history information about black abalone (Haliotis cracherodii) and their adaptations to surviving in the rocky intertidal zone. They also will interpret the importance of protecting black abalone, current research underway to understand threats to their survival and ocean etiquette techniques to minimize impacts to remaining populations. The primary audience will be the Santa Barbara County community and visitors to the area's beaches. Objectives The contractor will be responsible for working with staff from the Channel Islands National Marine Sanctuary and the Torch Oil Spill Rocky Intertidal Education Outreach Project Coordinator to coordinate, design, fabricate and install interpretive signage and graphic panels at numerous locations that are managed by a number of state, county and local partners. The contractor will develop a systematic approach to rocky intertidal interpretive signage and graphic panels and use a list of common themes and messages. Each sign will have a common look and feel, yet it will need to be adaptable to the needs of the partners. Interactions with partners will be unified and baseline standards will be used. Scope of Work 1. Develop a timeline for signage development, review, fabrication and installation. The contractor shall deliver a timeline and cost estimate per sign for the development, fabrication and installation of interpretive signs and graphic panels including at least two opportunities for review by CINMS and the project partners. All signs and graphic panels are to be fabricated and installed at the specified locations by August 31, 2012. 2. Develop sign and graphic panel content and design. The contractor shall work closely with the staff from Channel Islands National Marine Sanctuary and Torch Oil Spill Rocky Intertidal Education Outreach Project Coordinator to facilitate coordination and development of the text and graphics for each sign. The contractor shall conduct regular meetings between the project staff and any partners involved in this project to help develop the overall design for interpretive signs and graphic panels. The contractor shall be responsible for developing the design of each sign that incorporates NMSP graphic standards and the standards required by the partners involved. 3. Fabricate signs and graphic panels. The contractor shall work closely with staff from Channel Islands National Marine Sanctuary and Torch Oil Spill Rocky Intertidal Education Outreach Project Coordinator to develop the signs and graphic panel specifications, and to fabricate the signs and graphic panels including bases/mounting systems. Signs and graphic panels will vary in content and in configuration depending on the location and requirement of the host site, although the primary messaging and images for each sign (black abalone, tidepool etiquette and natural history) will be the same or similar between signs. See attached spreadsheet for an estimate of the numbers and sizes of signs and graphic panels. Note that final numbers and sizes of panels may change depending on final discussions with project partners. 4. Install signs and graphic panels. Subsequent to the fabrication of the signs, the contractor shall work with staff from the staff from Channel Islands National Marine Sanctuary and Torch Oil Spill Rocky Intertidal Education Outreach Project Coordinator and partners to install the proposed signs and graphics panels. The contractor shall ensure that correct permits are in place to install signs at proposed beach locations. 5. Deliver graphics files. At the completion of the project, the contractor shall provide all graphics files used for signs and graphics panels to the Channel Islands National Marine Sanctuary in a format that can be accessed and reproduced by sanctuary staff. Personnel Requirements The contractor needs to be available during the Pacific Standard Time business day. The contractor shall carry out assignments independently and shall coordinate with the sanctuary and Torch Oil Spill Rocky Intertidal Education and Outreach Project Coordinator. INFORMATION FOR VENDOR: Please provide cost estimate for each interpretive sign and graphic panel that breaks out costs for design, fabrication and installation of individual signs with the sizes examples specified above. No government furnished equipment shall be provided to the vendor. Travel and Other Direct Costs - Direct costs should be included in the quote. The contractor shall not be deemed a Federal employee for any purposes including the Federal Tort Claims Act and Federal Employee Compensation Act purposes. There are no benefits and the contractor is responsible for payroll taxes and insurance including medical. Payments shall be made via electronic funds transfer (EFT). Vendor must provide a DUNS number (http://www.dnb.com/us/) and register with the Central Contractors Registration (http://www.ccr.gov/) and ORCA www.orca.gov to further qualify for this contract. Note that all final graphics files for signs and graphics must be furnished to the Channel Islands National Marine Sanctuary at the completion of the project. IT Security Requirements - The C&A requirements of Clause 73 do not apply, and therefore a Security Accreditation Package is not required. (VII) Date and place of delivery and acceptance: CHANNEL ISLANDS NATION MARINE SANCTUARY, 113 HARBOR WAY, SUITE 150, SANTA BARBARA, CA 93109. Delivery shall be FOB Destination to Santa Barbara, CA. Period of performance shall be date of award through August 31, 2012. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In addition to written price quotes, offerors are instructed to provide a capability statement describing qualifications to perform requirement, pictures of similar projects as described in paragraphs (V) and (VI),and 2 past performance references including a contact name, email and/or phone number who is familiar with similar projects. 1352.215-72 Inquiries. Offerors must submit all questions concerning this solicitation in writing to Doris Turner either through email doris.p.turner@noaa.gov or faxed at 303-497-7719 no later than 3:00 p.m. MST, August 26, 2011. Proven record of successful work with different federal, state and local government entities. 2. Proven record of successful coordination with federal, state and local entities to develop signage that incorporates each agency's identity. 3. Proven record of developing interpretive signage using both high pressure laminate and porcelain enamel for outdoor environments exposed to salt air such as national marine sanctuaries and national parks. 4. Proven record of developing sign bases and frames for a variety of environments including walls, fences, railings and custom indoor and outdoor installations. 5. A minimum of 10 years experience in marine interpretive sign development, fabrication and installation, preferably with different government agencies. 6. Proven record of working knowledge of building standards, Federal ADA requirements and California state building codes. 7. Familiarity and prior experience with National Marine Sanctuary graphics design standards and templates. 8. Ability and willingness to prioritize work, meet deadlines as assigned and to work as a team player with Sanctuary and Torch Oil Spill Rocky Intertidal Education Outreach Project Coordinator and partner organizations that are participating in project. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. The government intends to award a firm-fixed price purchase order on an all or none basis. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (May 2011) with its quote.
