- Under the authority of FAR 13.106-1(b) (1), the U.S. Army Research, Development and Engineering (RDEC) Acquisition Center, Natick Contracting Division (NDC), Kansas Street, Natick, MA on behalf of the U. S. Army Natick Soldier Research, Development and Engineering Center, Natick, MA intends to negotiate and award a Contract on a sole source basis with Nanocomp Technologies, Inc., 162 Pembroke Rd Concord, NH 03301. This is not a request for proposals. No solicitation documents are available. Responses will be used for future acquisitions only. 1) Nature and description of the supplies or services required to meet the agency's needs: Approval is requested to solicit a purchase request in support of the Warrior Science Technology and Research Directorate for developing advanced armor materials using several PROPRIA T AR Y technologies. A single FirmFixed (FFP) contract is contemplated for award to Nanocomp Technologies. The contract will be fully funded using Fiscal Year 20 11 RDT &E research funds. 2) A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Over the past 20 years the project officer has conducted continual assessments of industrial capabilities and has conducted periodic market searches to determine available and/or emerging suitable technologies for advanced armor materials. The technologies which are the subject of the current action are the result of prior ROPRIATEARY or otherwise protected development 3) A description of the market research that was conducted and the results, or a statement ofthe reason a market research was not conducted: Based on the Project Officer's knowledge of the field and market research, it is believed that, presently, only Nanocomp Technologies has the technology and ability to demonstrate the required technology, due in part to Intellectual Propel1y issues and in part to other PROPRIATARY Intellectual Property issues. 4) Any other facts SUppOlting the use of other than full and open competition: A continuous review of the market will be maintained to monitor industry for new armor materials. 5) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: As new vendors for advanced armor materials become available, NSRDEC will begin to sample product trom these vendors.
