- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotations (RFQ) for a GasChromatograph/Mass Spectrometer (GC/MS) and Automated Headspace Sampler. NASA AmesResearch Center requires this item to meet the minimum specifications as described in thespecifications document attached to this solicitation. BACKGROUND:NASA Ames Research Center is conducting investigations into the identification of unknownvolatile and semi-volatile compounds by Gas Chromatography Mass Spectrometry withidentification being obtained by comparison to the National Institute of Standards andTechnology GC/MS data base. Automated headspace sampler with trap will allow fortrapping of the headspace gas for concentration.DELIVERABLESThe vendor shall deliver all supplies and/or services set forth herein, and uponcompletion of installation the GC/MS and Headspace Sampler shall be fully operational forgas and liquid samples.PERIOD OF PERFORMANCEGas Chromatograph/Mass Spectrometer and Headspace Sampler shall be delivered andinstalled within sixty (60) days from date of award.The North American Industry Classification System (NAICS) Code and the small businesssize standard for this procurement are 334516 (Analytical Laboratory InstrumentManufacturing) with a small business size of 500 employees; respectively. All responsible sources may submit an offer which shall be considered by the agency.Offers for the items(s) described above are due by Friday, September 9, 2011, no laterthan 3:00 PM Pacific Time, to the contract specialist, Karen Klaas, emailKaren.Klaas@nasa.gov, and must include a firm fixed price for the required item. Quotations must also include: solicitation number, proposed delivery schedule,discount/payment terms, warranty duration (if applicable), taxpayer identification number(TIN), identification of any special commercial terms, and be signed by an authorizedcompany representative. The provisions and clauses in the RFQ are those in effectthrough Federal Acquisition Circular (FAC) 2005-53.The Federal Acquisition Regulation (FAR) may be obtained via the Internet at URL:http://www.acquisition.gov/far/index.html. Telephone questions will not be accepted.Selection and award will be made to the offeror whose offer will be most advantageous tothe Government, with consideration given to the following evaluation factors: (1)Technical merit of the proposed Gas Chromatograph/Mass Spectrometer and AutomatedHeadspace Sampler and the extent that it meets all of the specifications listed in theattached specifications document; (2) Price: An evaluation of the reasonableness of thequoted firm fixed price for the Gas Chromatograph/Mass Spectrometer and AutomatedHeadspace Sampler; (3) Schedule: An evaluation of the offeror's delivery and installationschedule for Gas Chromatograph/Mass Spectrometer and Automated Headspace Sampler to NASAAmes Research Center, Moffett Field, CA 94035-0001.The offerors past performance and warranty for the Gas Chromatograph/Mass Spectrometerand Automated Headspace Sampler shall be considered. Vendor shall include applicablebackground and experience consisting of relevant job examples with references from recentjobs with client contact information. It is critical that offerors provide adequatedetail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Prospective offerors shall notify this office of their intent to submit an offer.
