Description
It is the USGS National Wetlands Research Center's intent to award a purchase order on a sole source basis to GAMMA Remote Sensing one GAMMA mSP/ISP/DIFF&GEO/LAT software license w 1 year of maintenance(includes support and upgrades) for installation on a single computer at USGS, Applied Remote Sensing Research, National Wetlands Research Center, Lafayette, La. The image processing and remote sensing applied research at USGS =BFNWRC relies on the processing of satellite and aircraft based optical and radar sensor data. A critical missing component of the image processing capabilities is the production of interferometric synthetic aperture radar (InSAR) maps. InSAR maps are to completely fulfill our obligations in (1) determining changes in water levels during flooding(disaster response) (2) providing trends in coastal ground subsidence directly related to coastal wetland loss, (3) mapping coastal inundation frequency and extents, and (4)advancing landcover-land change classifications. Gamma software would enable NWRC to fully carry-out InSAR map production. Similar to NWRCs use of other specialty softwares, GAMMA produced INSAR maps will input into PCI to complete our image processing obligations. Gamma software is currently used by USGS radar researchers to provide InSAR products in disaster response e.g. volcanoes, landslides, and subsidence in arid lands. Gamma software ingests and processes ENVISAT, RADARSAT, ALOS and TerraSAR radar data, and will ingest and process the critically important NASA UAVSAR polarimetric data. These radar systems are the dominant and available source of public domain data. Use of Gamma software if InSAR product creations insures (1) ability to fully carry out mapping responsibility and (2) direct compatibility with other USGS radar researchers. The Western Remote Sensing and Visualization Center, Cascades Volcano Observatory, Hawaiian Volcano Observatory, and USGS Pacific Southwest Area have all acquired GAMMA as primary SAR/InSAR processing software. By acquiring the same software as other USGS radar researchers, NWRC will be able to rely on their direct experience and technical guidance and build on the collective knowledge. GAMMA is the only known company to have available a module for Permanent Scatter (PS) and interferometric point target analysis(IPTA) InSAR processing. The ability to process UAVSAR data is critical to USGS Gulf Coast research and coastal resource product creation. In collaboration with NASA, UAVSAR has been collected along the entire U.S. Gulf coast in 2010 and anniversary collections occurred in 2011 in the central Gulf. Based on research conducted by NWRC, Gamma Remote Sensing is the only company that can supply an InSAR software package fully compatible with our current image processing capabilities and future needs. This procurement is a sole source requirement and is not a solicitation or a request for competitive proposal. A determination not to compete is solely with the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government and must be submitted by COB on August 31, 2011.
