08/25/2011; THIS IS A SOURCE SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The VISN 19 Rocky Mountain Network Contracting Center, 4100 E. Mississippi Ave, Glendale CO is performing market research to determine if there are a viable number of technically trained Contractors that possess a Master degree level education and possess the technical skill-sets required for Epidemiology Research for the DEN VAMC Research Services, Denver, Colorado. The U.S. Veterans Health Administration is search for an individual and a small business owner that has the required skill-sets associated with the following definitions and NAICS codes. Importantly, the aggregate of all these NAICS clearly reflect the Epidemiology Research Project requirements. More importantly, the research project criterion are knowledgeable skills and technical experience in SAS database design and management, analytical epidemiology, research methodologies used in Epidemiology, Genetic Epidemiology and Epidemiology of Communicable Diseases, and importantly, skills in training techniques and grant writing. An example and illustration, the research project requires an individual that has the ability to work with large inpatient and outpatient datasets that represent all veteran patients throughout the entire regions of the United States and territories. This position also requires training in health care outcomes and utilization with a concentration in Epidemiology. The following functions/deliverables are, but not limited to: 1. Write research protocols for approval by both the VA and the University of Colorado Institutional review Board. 2. Download veteran health utilization data with an awareness of health information privacy requirements. 3. Identify sample of urban and rural veteran patients using patient zip code of residence. 4. Compare utilization of health services between urban and rural veteran patients using appropriate analytical and statistical techniques. 5. Compare health care diagnosis and access to care for urban and rural veterans using appropriate analytical and statistical techniques These criterions must be met and no other tradeoffs shall suffice. NAICS codes with definitions: (a) 541711, research and development in biotechnologies; small business size standard is 500. (b) 541720, research and development in the social sciences and humanities, small business size standard $7.0 (c) 541511, custom computer programming services, small business size standard $25.0 (d) 541990, all other professional, scientific and technical services, small business size standard $7.0. Nevertheless, epidemiology - medical research dealing with the study of the causes, distribution, and control of disease populations, for this research purpose veteran populations, these NAICS Codes 541711, 541720, 541511 and 541990 were selected as the search and solicitation parameters because, when combined, met the requirements illustrated by the requestor. The contractor is required to under-go a security check. The Contractor must work at the DEN VAMC, Denver, Colorado. Working area, computer, and medical data files shall be furnished; and shall report to Dr. Sheri Eisert, PhD. Interested Contractors “ small business owners are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
