- Item 2.7 of the specification as provided identifies a requirement to allow system tie-in to a 24 hour monitoring for unites without 24 hour watch standing. We need to understand the requirements of an external monitoring system that would be tied into. This information is not provided. Do they have 24 hour watch standing at this unit (if so is this a non-issue)? ANS: The system should have the capability to be tied into a 24 hour live watch at US Coast Guard SECTOR Mobile. STATION Pascagoula does not run a 24 hour live watch which is why they need the capability to have the feed monitored from SECTOR if need be. What is the minimum resolution of the cameras required to be? ANS: Basic Requirements for the cameras should include: • ¼" CCD imager • Fully interchangeable CPU's, cameras, housings, communications & mounts. • Horizontal resolution of 540TV lines • Lens F1.6 to F4.5 (3.4 ~ 122mm optical) • Zoom 36X optical, 12X electronic • Video signal to noise >50 db • Maximum sensitivity 0.083 lux, color and 0.016 lux, black and white • Clear lower dome If needed, can the system be changed (local photo cells at each light) in order to supply constant power to the cameras? ANS: Solar as a sole source of power is not acceptable because the system must be able to remain powered and solar does not provide a guaranteed continuous source. Photo electric cells may be incorporated as a backup but not as primary. What are the exact perimeter detection requirements of the system? At the walk through Coast Guard technical personnel discussed that "it would be nice" to have a "virtual fence" in fairly specific areas. Around the buildings, this is much easier to do than over water. Would the option of ground based radar near the Mooring Facility with automatic detection and IR camera control be beneficial to the Coast Guard to protect their valuable assets in the water? Should an alternative proposal option? ANS: The system should be able to provide detection/monitoring capabilities where physical barriers are not in place such as waterside approaches. Primary concern is detection of approaches to facility from the water where fences or other physical barriers cannot be placed.
