- The Army Contracting Command-Redstone Arsenal (ACC-Redstone) intends to contract for aircraft maintenance in support of the Aviation Center Logistics Command (ACLC) rotary wing pilot training at Ft. Rucker, Alabama and various satellite training locations. The primary mission of the ACLC is to maintain and provide safe, functional helicopters to the United States Army Training and Doctrine Command's (TRADOC) flight school training program through United States Army Aviation Center of Excellence (USAACE), as well as to support the Air Force's 23rd Flight Training Squadron and other minor customers. In total, over 590 rotary wing aircraft, to include the Apache (AH-64D), Kiowa (OH-58A/C/D), Black Hawk (EH/UH-60A/L/M) Chinook (CH-47D/F), Original Equipment Manufacturer (OEM) Creek (TH-67), Mil Design Bureau (Mi-17) and Huey (TH-1H) platforms, are prepared for flight, inspected, repaired and returned to fully mission capable status to support pilot training. Pilot training graduates are estimated at more than 1,498 aviation students in FY13 with projected similar or greater numbers in the future. Scheduled and unscheduled intermediate and field level aircraft maintenance in conjunction with approved sustainment maintenance component level repair is the primary requirement of this action. All work will be performed in Government furnished facilities at Fort Rucker, Alabama, and other locations as required. The solicitation will contain security requirements (DD Form 254) and will be subject to the Service Contract Act. There is a Collective Bargaining Agreement for the effort. The contract will be for a 60-day phase in period, one base year and four 12- month options. This is a Full and Open Competition. The NAICS code applicable is 488190. The resulting contract will be a hybrid Cost Plus Incentive Fee (CPIF) and Firm Fixed Price (FFP) effort. The sources sought notice for this requirement was issued on August 09, 2010 under solicitation number W58RGZ-10-R-0499. A draft Request for Proposals (RFP) was issued on June 02, 2011 under solicitation number W58RGZ-11-R-0139. TELEPHONE CALLS WILL NOT BE ACCEPTED FOR THIS EFFORT.
