- Brand Name Justification This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 11-233-SOL-00781 and it is issued as request for quotation (RFQ). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-34. The associated NAICS code is 811212 and the small business size standard is $25 Million. The contract line items are as follows: Quantity Manufacturer Part Number Description 40 hours N/A Client Server Database Manager Splunk Professional Services Deployment, 5 Days (T&E included) 1 SE-5GB-P Splunk Enterprise Perpetual,(5 GB/day) 1 ES-5GB-P Splunk Enterprise Support, 1 Year (5 GB/day) If you are interested in this acquisition, you may participate by submitting your response in accordance with the following instructions. 1. The items must meet the above requirements. 2. Less than the total quantity of either item may be awarded 3. Separate awards may be made for each line item 4. This is an "All or None" requirement, provide one (1) quote that includes all products/services. 5. Quotes to include delivery, installation/assembly where applicable and warranties. 6. Evaluation will be based on lowest price technically acceptable. 7. Items listed have been requested to be brand name for compatibility and standardization with current equipment, thereby eliminating potential hardware/software conflicts and the need for additional training. See Attachment A - Brand Name Justification. All items are to be delivered FOB destination no later then 30 days after award Department of Health and Human Services, Assistant Secretary of Public Affairs, Web Communication Division 200 Indepemdence Ave Washington DC 20201. The provision 52.212-1, Instructions to Offerors-Commercial (Jun 2008), applies to this acquisition. The provision at 52.212-2 is not applicable. The Government will award a purchase order resulting from this synopsis/solicitation to the responsible lowest priced offeror that meets all of the technical requirements. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Please note: An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items (Aug 2011), applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (Oct. 2010), applies to this acquisition.
