Description

Provide all labor, materials, equipment, transportation, supervision, disposal, tools and equipment to replace the mechanical chillers and associated mechanical equipment in Building 1 (D Wing) at the Veterans Affairs Medical Center (VAMC) campus located in Providence, Rhode Island. The work includes removing and replacing two steam absorption chillers with two new electric screw chillers; replacement of air handler unit AHU-01BD01; replacement of basement ductwork; removal and replacement of air handler units AHU-01RD01, AHU-01RD02 and AHU-01PD01; miscellaneous ductwork repairs on the first, second and third floors; architectural work to incorporate the work into the building; all ancillary electrical and mechanical work required for installation; cleaning, testing and balancing the system; and startup/commissioning of the completed system. The D-wing chiller system shall be shutdown from November 15, 2011 (weather dependant) through April 1, 2012 to facilitate the replacement of the existing steam absorption chillers. The new chillers shall be fully operational by this date. Note: The Contractor shall provide the required submittals for the chillers (CH-01BD01 and CH-01BD03) and air handling units (AHU-01PD01, AHU-01RD01, AHU-01RD02) for approval at the VAMC construction kick-off meeting following contract award. The construction cost range for this project is between $1,000,000 and $2,000,000. The applicable NAICS code is 238220 and the size standard is $14.0 million. Award will be based on the best value to the Government. Evaluation factors will include price related factors as well as technical factor of management approach and past performance. The solicitation package will be issued on August 30, 2011. The date for receipt of offers is scheduled for September 29, at 10:00 am. This solicitation is 100% set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) in accordance with Public Law 109-461. In order to be considered for award, the SDVOSB shall be verified by the Center for Veterans Enterprises in accordance with VA Acquisition Regulation 804.1102. Any amendments to the solicitation will be posted solely to this web site. It is the responsibility of the offeror to verify the number of amendments issued.
