Contract Award Date - NLT 23 Sep 2011 15. Contractor - Quantum Data Metrics is the current contractor 16. Description as follows: The Space Logistics Group Weather Sustainment Division intends to award a Firm Fixed Price small business set-aside contract for a base period of one year with two one-year options to Quantum Data Metrics. If all options are exercised, the period of performance would be from 23 Sep 11 through 22 Sep 2014. This action will provide continued contractor support of data base maintenance and weapon system changes to the SATool, which allows validation of system performance and data for maintenance and supportability issues for systems assigned to AFSPC SMC /SLW for sustainment support. Systems assigned: Mark IVB Meteorological Data Station (MKIVB) AN/UMQ-13, Radio Interference Measuring Set (RIMS) (An/FRR-95); Solar Radio Spectrograph (SRS) (A/F24U-10); Solar Observing Optical Network (SOON) (An/FMQ-7), Improved Solar Observing Optical Network (ISOON, A/F35U-1, to start in December 2012 ). The System Analysis Tool (SATool) application is a unique weapon system management tool which provides the following: • System Executive Management Reporting • Analysis of maintenance data to support maintenance concept • Analysis of data to identify parts with high failure rates • Analysis of data to support budget forecasting • Access to legacy system data The SATool application interfaces with many unique Air Force and DoD legacy data systems: D200A, DO35, weapon Systems Maintenance System/Reliability, Availability, and Maintainability Information System (CAMS/REMIS) SATool has four primary sources of data and approximately 75 unique data elements. Each of these systems and unique data elements requires a detailed knowledge of each element and the associated detailed set of business rules. The contractor must have a System Analysis tool in place at time of award. SATool Sustainment Support: The contractor shall perform all tasks associated with the sustaining assigned systems metrics data in the SATool. Tasks include but are not limited to gathering, analyzing, converting, loading sources of data, updating and automating legacy data transfers to SATool, continuing to develop data interfaces and data feeds to/from Air Force metrics systems. Integrate or remove assigned systems metrics data as directed by SATool project manager. Perform monthly data updates with a performance threshold of monthly e-mail posting of data updates by the 15th of each month. Quarterly status reports are required which address funds expended, tasks completed, and planned tasks for the upcoming quarter. The First Status Report will be due on the 15th of the month following the first complete month. The Status Report will include a brief description of the task, work accomplished during the reporting period, anticipated activities for the next reporting period, issues, meeting agendas and minutes as applicable, and all hours worked by contract labor category. UID Parent-Child P/N data when __ __available Interested contractors are invited to submit a proposal addressing the ability to satisfy the above requirements to SLG/PKL, Attn: Gary Simpson, 1050 E. Stewart Ave Bldg 2025, Peterson AFB, CO 80914. Persons/entities debarred and /or suspended will not be considered, therefore are not requested to respond. All responses are due no later than 9 September 2011, and must conform to 8.5 x 11-inch pages, font no smaller than 12-point, and a maximum of 20 pages. The proposal must include the following information: 1) Company name, mailing address, points of contact, and telephone numbers; 2) Business size classification (large, small, or other); 3) Experience in Defense Meteorological Satellites or similar technologies; 4) Provide evidence of current system analysis tools and their functions; 5) Ability to satisfy the Government's performance requirements described above. Oral communications are not acceptable. The proposal must be completely unclassified. All responsible sources may submit a proposal, which will be considered. Responses from small business and small, disadvantaged business firms are highly encouraged. Any information submitted in response to this synopsis is strictly voluntary. All data received in response to this synopsis/solicitation that is marked or designated as corporate or proprietary information will be fully protected from release outside the Government. The Government will not reimburse any cost associated with submitting information in response to this Notice of Proposed Action, nor shall any costs be allowed on any Government contract. Mr. James Gill, AFSPC SMC/PK is the Ombudsman and has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
