Description
This is a Sources Sought/Request for Information advertisement only. This is not a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the Government in any contract award. The U.S. Army Corps of Engineers Middle East District (MED) is conducting preliminary research to determine the market capabilities (of both large and small firms) to provide Architectural and Engineering Services (A & E) in support of the US Central Command (CENTCOM) Area of Responsibility (AOR). MED is intending to award three individual regional SATOC contracts for A & E Services plus one CENTCOM AOR-wide Construction Management Services (CMS) contract. The intention is to award the regional contracts accordingly: 1-Central Asia (includes Afghanistan... 2-Iraq/Kuwait 3-Rest of CENTCOM AOR Each contract will be for a base period with options of up to four (4) additional periods. A contract period shall not exceed 12 months. The contract capacity will be $90,000,000.00 for each contract. An option may be awarded at the discretion of the Contracting Officer based on reaching the time limit. The purpose of this notice is to perform market research in order to determine if any businesses possess the capability to execute the requirements within this acquisition. In order to make this determination, the Government requests that capability statements be submitted from interested businesses. 2. PROJECT INFORMATION: The selected firms for the A & E contracts will be used for Architectural and General Engineering type services in support of the Middle East District (MED) of Winchester, Virginia to include primarily design work. The actual work will be done at the Contractor's office, except for trips to the Corps' Office(s), the project sites within this AOR, or other facilities as required for completion of a task. The A-E may be required to perform a full range of services, from the initial stages of program development and planning, through all aspects of design, to support of construction supervision, inspection, and administration. Task orders issued under this contract will not include positions or efforts that are considered to be inherently Governmental, i.e., those that are reserved by statute or regulations to be performed by military or civilian employees of the U.S. Government (such as Contracting Officers of various types and kinds, resident and area engineers, etc.). However, it is the intent of this requirement that the A-E may be called upon to serve as close advisors, assistants or deputies to U.S. Government personnel that are filling such positions. Each requirement will primarily be in support of Military missions at MED. However, work for other Military Installations, work under the Civil Works, the Support for Others Program, and missions assigned to MED including but not limited to US Agency for International Development (USAID), Foreign Military Sales (FMS), Command Emergency Response Program (CERP), or support to Foreign Government(s) may be a part of the contract. Primary tasks under these requirements will involve but not be limited to; the construction, renovations, repairs and additions to institutional and industrial facilities. Facilities under this group include but are not limited to: A06 Airports including lighting, terminals, and hangars: G01 Garages, Vehicle Maintenance Facilities; H09 Hospital and Medical Facilities; S04 Sewage collection, treatment & disposal; W03 Water supply treatment and distribution; W01 Warehouses and Depots; etc. Secondary work may include the construction, renovation, repair and addition to: residential, commercial, and recreational facilities. Facilities under this group include but are not limited to: D01 Barracks, Dormitories; D07 Dining Halls, clubs, restaurants; C11 Community Facilities; O01 Office Buildings; etc. Types of related work includes but is not limited to: concept and planning type efforts including preparation of DD form 1391 (Military Construction Project Data) in accordance with Army Regulation 415-1, economic analyses, Force Protection, Planning Charrettes, Design Charrettes, Design-Build RFP's, highway, airfield paving including runways and other paved surfaces, utility systems, site work, interior design, and landscaping. Both primary and secondary work shall include: architectural, civil, structural, mechanical, electrical, fire protection, sanitary, geotechnical, interior design, support during construction, and landscaping. Other related work shall include Bill of Material take off's, historical preservation, life safety analysis, storm water management, Americans with Disabilities Act (ADA) conformance (if applicable), economic and life cycle cost analysis, planning, site investigations, design analysis, claims analysis, schedule preparation, surveying, GIS support, studies, reports, contingency standard designs, aggressive schedules, and expert witness efforts. The third level of work under this requirement shall include but not be limited to: preparation of concept, preliminary and detailed designs for the removal/remediation/abatement/restoration of facilities and/or areas with environmental hazards including soil and groundwater, lead paint, asbestos, PCB's, CFC's, and other contaminated wastes. Professional qualifications in the Primary areas shall include but not be limited to: architect, civil, geotechnical, structural, mechanical, electrical, fire protection engineers, landscape architect, interior designer, surveyor, specification writer and cost estimator for these efforts. Technical support, including drawing production, and other related efforts shall be required. Secondary professional qualification for other related and secondary design efforts shall include but not be limited to: environmental engineer, environmental scientist, certified industrial hygienist, biologist, geologist, chemist, hydrology, hydraulic engineering, Technical support, including drawing production, graphics, and other related efforts shall be required. Responding firms shall indicate their experience with the Automated Review Management Systems (DrChecks), the Corps of Engineers computer aided estimating system (known as MCACES and including MII, PACES, and PC Cost), the U. S. Army Corps of Engineers Computerized Specifications (SPECSINTACT), and the production of drawings and graphic data in Computer aided Drafting and Design system (CADD) using MicroStation, which will have products requiring the use of BIM (Building Information Modeling) technology. The contractor must be able to supply completed products in MED PC compatible software. The contractor shall adhere to the Tri-Service Spatial Data Standards. The firms must be qualified in the regional work areas described and be familiar with the requirements and regulations of the Corps of Engineers, the Building Codes, EPA, and other agencies which have jurisdiction. 3. SUBMISSION REQUIREMENTS: Responses to this sources sought announcement will be used by the government to make appropriate acquisition decisions. Firms which desire consideration and meet the requirements described in the announcement are invited to submit a completed SF 330 Part II (revised 6/04) for the prime firm and a short description of relevant experience executing contracts of a similar nature in the region for which they intend to be considered. (submittals shall not exceed five (5) pages of typed qualifications, using no less than a Font Size of 12). Firms that intend to submit their capability to perform the CMS requirements are required to demonstrate experience with similar construction support service contracts throughout the entire CENTCOM AOR. This synopsis is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Cover letters and extraneous materials (brochures, etc.) will not be considered.
