- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued.The solicitation number is 00HCVLCB-2011-99485_01 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The associated North American Industrial Classification System (NAICS) code for this procurement is 541940 with a small business size standard of $7.00M.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2011-08-29 15:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Atlanta, GA 30329 The Centers for Disease Control & Prevention requires the following items, Meet or Exceed, to the following: LI 001, Task 1: Participant EducationThe contractor shall educate CBP officers and QS staff on how to distinguish the type of bushmeat that is being confiscated and how to properly and safely store the items.The period of performance shall be from September 30, 2011 through September 29, 2012, 1, TASK; LI 002, Task 2.1: Bushmeat Collection - TravelBushmeat samples will be sent from all Quarantine Stations to the John F. Kennedy Airport in New York. The contractor will travel locally once a month to the John F. Kennedy Airport in New York to collect specimens from the confiscated bushmeat.The period of performance shall be from September 30, 2011 through September 29, 2012, 1, TASK; LI 003, Task 2.2: Bushmeat Collection - ShippingThe contractor shall schedule regular shipping times or dates for collecting confiscated materials.Specimens will be handled in one of the following three ways depending on volume of specimens, types of specimens, date specimens were confiscated, and type of CBP Agriculture Specialists (CBP-Ag) or U.S Fish and Wildlife Service (USFWS) storage facilities:?Stored by CBP Officers or QS staff until tissue specimens can be taken on site?Shipped to JFK for sampling e Shipped directly to CDC for testingSpecimens will be frozen and stored at CDCs New York Quarantine Station until they can be shipped to one of 3 diagnostic laboratories for testing. The designated labs include Dr. Ian Lipkin's lab at Columbia University, the National Veterinary Services Lab in Aims, Iowa, and the retrovirus lab at CDC. The decision on which lab or labs will test which specimens will be a joint decision between the contractor and a government representative and will be based on the type of specimens, the interest of the lab and the volume of specimens.The period of performance shall be from September 30, 2011 through September 29, 2012, 1, TASK; LI 004, Task 3: Testing of Bushmeat SpecimensOnce a month, the contractor will package the bushmeat specimens appropriately for shipment to the laboratories that have been identified to test the specimens.Specific pathogen testing may include but not be limited to polymerase chain reaction (PCR), fluorescent antibody testing, immunohistochemistry, culture, etc. Testing will be conducted by either Dr. Ian Lipkin's lab at Columbia University, the National Veterinary Services Lab in Aims, Iowa, or the retrovirus lab at CDC.The period of performance shall be from September 30, 2011 through September 29, 2012, 1, TASK; LI 005, Option Year Period: September 30, 2012 through September 29, 2013: Task 1, 1, TASK; LI 006, Option Year Period: September 30, 2012 through September 29, 2013: Task 2.1, 1, TASK; LI 007, Option Year Period: September 30, 2012 through September 29, 2013: Task 2.2, 1, TASK; LI 008, Option Year Period: September 30, 2012 through September 29, 2013: Task 3, 1, TASK; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Centers for Disease Control & Prevention intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Centers for Disease Control & Prevention is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. The Government will reserve the right to fund or not to fund the option year. ?Six months and again one year after receiving this award, the contractorwill provide a detailed report to CDC about the sampling conducted and will provide available results of microbiologic testing.oA cumulative detailed report of laboratory findings shall be delivered to CDC at the Period of Performance. ?The contractor will work closely with CDC Division of Global Migrationand Quarantine staff and report any problems that may cause major delays in the study.oEquipment purchased for this study will remain as CDC property after study is completed.?Specimens remaining at the end of the study will be aliquotted by thecontractor and sent to CDC and/or housed in the tissue collection at the contractor facility. Quarantine station staff will arrange for remaining materials to be incinerated according to CBP protocols.Prior to shipment CDC will notify State Agriculture and Public Health Veterinarians in the states of origin and destination. CDC will coordinate and cooperate with all applicable state and federal guidelines for shipment of these specimens. Laboratory reports: The contractor shall deliver an all inclusive written final report within 1 year after receiving the award.
