Description

The VA Caribbean Healthcare System (VACHS) San Juan, Puerto Rico intents to solicit a Firm-fixed price service contract to furnish inspection, safety tests, maintenance and repair service on ten (14) passenger elevators, six (6) freight elevators beginning on October 01, 2011. The Contractor shall furnish all material, labor, lubricants, hydraulic fluids, supervision, tools, shipping, travel and equipment necessary to provide full maintenance services, including all adjustments, tests, parts replacement and repairs necessary to keep the elevators in continuous use at their initial performance ability (same speed, capacity, safety and efficiency) as originally specified by the equipment manufacturer as modified thereafter. All adjustments, repairs and modifications, must be in conforming to the manufacturer guidelines and/or the following industry standards, as applicable, whichever is more stringent: "ASME A17.1 Safety Code for Elevators and Escalators, latest edition "ASME A17.2 Inspectors' Manual for Elevators and Escalators, latest edition "ASME A17.3 Safety Code for Existing Elevators and Escalators, latest edition "ANSI/NPA 70 National Electric Code, latest edition "Manufacturer's requirements and specifications on inspection, maintenance, and operation of each elevator model At the VA Caribbean Healthcare System (VACHS), San Juan Puerto Rico. The period of performance for this procurement will be from October 1, 2011 or date of award if later, through 30 September 2011, plus four (4) one (1) year renewal options that may be exercised at the discretion of the Government. A Request for Proposals (RFP) for this service is estimated to be released on or about 20 September 2011. Solicitation is being conducted using the policies of FAR Part 12, Acquisition of Commercial Items, in conjunction with the policies and procedures for evaluation and award prescribed in FAR Part 15, Contracting by Negotiation. Award will be made to the lowest price technically acceptable offer. The RFP VA-248-11-RP-0786 will be advertised as Total Small Business Set Aside. North American Industry Classification (NAICS) code for this procurement is 333921, and the size standards 500 Employees. Only offerors from those firms regularly established in business providing this type of service will be considered by the agency.
