Description
The Department of Veteran Affairs, NCA 8 NF/SG is seeking responsible sources to provide service as outlined in the Statement of Work. This is market research for informational and planning purposes only. This is not a solicitation and does not obligate the government to issue a solicitation. This is to gain knowledge of potential qualified sources related to NAICS 541512. Please be advised that the Government will not pay for any information submitted under this announcement. Your response should identify your company name, point of contact with contact information, indicate all areas you are capable of providing service, capabilities statement and identify your business size, and if you are any of the following: Federal Supply Schedule holders, Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, Hub-Zone Small Business, Small Disadvantage Business, and Women Owned Small Business. Responses must be received in writing no later than 12:00 p.m. EDT Sep 1, 2011. Responses should clearly state the ability to provide the service. If a solicitation is issued, it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately. STATEMENT OF WORK OBJECTIVE Provide high-end computing services to assist in the analysis of structural and functional neuroimaging data from patients and normal controls. Acquire data storage solutions that meet VA needs for data security. Migrate data and services to new systems to support growth. Maintain systems in working state. SCOPE OF WORK The services listed in this scope of work are for the Brain Rehabilitation Research Center (BRRC) Neuroimaging Core and Human Motor Performance Laboratory (HMPL), located at the Malcom Randall VA Medical Center in Gainesville, Florida. The services include: For the BRRC Neuroimaging Core Systems Administration of Oxy - Oxy is a Supermicro server running Linux Ubuntu LTS, with12tb of on-line storage that backs up to TSM services within the AHC IT scope. No apps run on the Linux server except software needed to manage file/directory permissions. There are workstation application binaries (AFNI, Matlab, FREESURFER, etc.) stored on the file server Oxy, but are executed by the workstations and run in workstation memory. In the next workstation upgrade, the workstation applications stored on Oxy will be moved down to the workstations. System administration services for Oxy include application layer components in support of authentication and authorization to provide customers with access to systems; firewall adjustments to allow access by client computers; configuration of NFS and CIFS access; design and testing resulting from file server changes; regular security patching of the OS and applications to maintain security of the system. Data management - The Oxy server has 12 TB of internal DAS storage and Neuroimaging Core has consumed nearly all of this. Data management services include assisting users with storing and accessing new data sets, troubleshooting and resolving data access and movement problems. Monitoring data growth and capacity. Backup-Recovery Services - The Neuroimaging Core Oxy server data are backed up through the AHC IT Tivoli system backup services. At the time of the writing of this scope of work a data storage expansion project was being planned. Project planning for storage expansion will include any changes necessary to the backup-recovery services. Purchase of any new backup-recovery hardware or software necessary to accommodate the data storage expansion project are not included in the cost below. Backup services include a daily incremental backup. Recovery services can be provided when needed at a file level or full system level. It restores anywhere from 1 hour if the file names are known, to 10 days for a total data recovery (12 TB). Data transfer charges including recovery costs are included in the services costs listed directly below. Neuroimaging Core Linux Workstations Support Services - There are fourteen Fedora Linux workstations used in the Neuroimaging Core today. Application software running on these workstations include: AFNI, FSL, SPM (all versions), Matlab, MRICRO, FREESURFER, ITKSNAP+, DCMTK, ImageMagick, mencoder, VLC, GIMP. Additionally, a limited software development suite is maintained on the lab workstations for people designated as software developers that include the following programming tools: Python, Ruby, C (gcc), C++, JAVA, perl, tcsh, bash, csh. Additional software to be installed on the Neuroimaging Core workstations is determined jointly by Neuroimaging Core user representatives and the Linux workstation support service provider (AHC-IT - ESE). Require Linux OS migration from Fedora Linux to a current version of Debian Linux to improve customer service with broader and more up to date generic image analysis tools, matrix manipulation software and neuroimaging applications. The planning and implementation of the Linux workstation OS upgrade is required by December, 2011, depending upon user readiness. Linux workstations support services includes the design of a comprehensive operating environment in terms of tools and performance, to enable scientists to analyze structural and functional neuroimaging data. Services include installation and maintenance of a current operating system; software delivery and necessary integration into OS environment, installation and configuration; security patching; server integration. For the BRRC HMPL Systems Administration of the HMPL fileserver, PHHP-File02 - Systems administration services for PHHP-File02. Backup-Recovery Services - The PHHP-File02 server data are backed up through the AHC IT Tivoli system backup services. Backup services include a daily incremental. Recovery services can be provided when needed at a file level or full system level. Data transfer charges including recovery costs are included in the services costs listed directly below. For Both The Neuroimaging Core and the HMPL Network Services - contractor will provide secure network services that can be accessed at the Malcom Randall VA Medical Center. All networked devices, including servers, printers, windows workstations and Linux workstations that will be connected to the contractor's network, are assessed the charges on a monthly basis. All devices are registered in the contractor's administration database for purposes of identification of ownership for security incident follow-up, for change impact assessment and for billing. Key Assumptions The Fedora Linux workstations require upgrade to version of Debian Linux and must be compeleted by December 31, 2011. Linux workstations require replacement by a modern hardware. The cost might be outside the scope of this contract. It is the responsibility of the Principal Investigators who use these servers and storage, and whose staff use these servers and storage, to ensure no sensitive VA data are ever stored on the servers and storage. The systems administrator can assist in helping to detect and purge VA sensitive data, at the request of the Principal Investigator(s). DATA/DELIVERABLES The following deliverables are to be provided: Qualified staff to carry out the work responsibilities outlined in this scope of work, in a competent and professional manner. Call center/email service through which customers needing help can expediently contact support staff. New Systems administration services proposal and storage expansion plan. Linux workstation operating system and software upgrade plan. Upgraded operating systems and software on Linux workstations. One point of contact in the AHC IT department to request service and support. GOVERNMENT-FURNISHED PROPERTY, FACILITIES, OR RESOURCES The servers listed will reside at the contractor's facility and the Malcom Randall Veterans Affairs Medical Center, room FB-06A. LOCATION OF CONTRACT PERFORMANCE Services are to be performed at the Malcom Randall Veterans Affairs Medical Center 1601 SW Archer Road, Gainesville, Florida and occasionally at the contractor's facility.
