- The contractor shall furnish all labor, material equipment, tools, supervision and transportation for the removal of the existing roof, roof insulation, roof accessories (i.e. flashing, roof drains, pavers, parapet caps, scuppers), grounding and lightning protection components, existing mechanical equipment curbs, and HVAC equipment at the Air Traffic Control Tower (ATCT), Joe Foss Field Airport, Sioux Falls, South Dakota in accordance with the specifications and contract provisions specified herein. SCOPE OF WORK: The work shall include, but not be limited to, the following: 1. Provide all labor, equipment and materials to remove existing roof, roof insulation, roof accessories (i.e. flashing, roof drains, pavers, parapet caps, scuppers), grounding and lightning protection components, existing mechanical equipment curbs, and HVAC equipment. 2. Contractor to dispose of all roofing materials, roofing accessories, and grounding and lightning protection components. 3. Contractor to provide all labor, equipment, and materials to install new roof insulation, EPDM roof membrane, new roof accessories, new grounding and lightning protection components, and new mechanical curbs. 4. Contractor to reset and test operation of existing HVAC equipment following roof installation. 5. Contractor to provide third party non-destructive testing (i.e. infrared, nuclear, capacitance) and test report/results for newly installed roof. 6. Contractor to provide all labor, equipment, and materials to repair any defects indicated in the non-destructive testing report. 7. Contractor to provide all labor and materials to install new grounding and lightning protection components. 8. Contractor to provide third party ground impedence testing and test report/results for newly installed grounding and lightning protection components. 9. Contractor to provide all labor, equipment, and materials to correct any defects indicated by the impedence testing report. 10. The new roof, roof accessories, grounding and lightning component, roof drains, roof slopes, roof pedestrian walkways, and HVAC equipment layout to match existing layouts. 11. Install two (2) new protection anchors near existing roof mechanical units. The estimated price range is between $100,000.00 and $250,000.00. VERBAL REQUESTS FOR THE SIR WILL NOT BE HONORED. The contractor awarded the contract must have active registration in the Central Contractor Registration (CCR) before award can be made. Contractors can register at www.ccr.gov NAICS Code is 238160 This procurement is a SMALL BUSINESS SET-ASIDE. Service Disabled Veteran Owned Small Business (SDVOSB) and certified 8(a) contractors are highly encouraged to submit a request for this project. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $750,000.
