- Notice of Intent to Sole Source to Level 3 Communications from Internet Provider Services - AT07793 The U.S. Office of Personnel Management (OPM) intends to issue a sole source delivery order to Level 3 Communications (Level 3) under GSA Schedule GS-35F-0177J in support of the Office of the Chief Information Officer (CIO) / Network Management (NM) for Internet Provider Services. This action is conducted under the authority of FAR 8.405-6(b)(1), Only one source is capable of responding due to the unique or specialized nature of the work. Service from the current provider represents the best value to the Government, in part because any potential cost savings gained by switching to a new provider would be offset by the cost of the following occurrences: • Cost of potential loss of current service during transition as new circuits are installed and configured. • Potential cost to implement disaster recovery and system redundancy plans to prevent service interruption. • Expenditures during a transition period, including installation and configuration charges for new circuits and the cost of having the current and the new vendor services overlap for several months. Each new circuit and associated hardware would have to be configured, tested and put into production while the current circuits remain in place. After the circuits are put into production, the current vendor will have to remove their hardware from each site. The entire transition is estimated to take 8 to 12 months to complete. The current contract with Level 3 will expire 09/20/2011. This procurement will renew the usage and support contract for one (1) year (September 21, 2011 to September 20, 2012) as follows: Washington, DC Quantity Fixed DS3 45 Mbps IP Port w/local access 2 Access Port for Internet Services - OC3 - 155Mbps w/Metro/Leased Local Access 1 Macon, GA Quantity Fixed DS3 45 Mbps IP Port w/local access 2 Access Port for Internet Services - OC3 - 155Mbps w/Metro/Leased Local Access 1 Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet OPM's needs. Advertisement information should not be included. No contract will be awarded on the basis of information received in response to this notice. However, offers will be used to determine if a comparable source is available and more advantageous to the Government. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Any firm that believes it is capable of providing the code conversion services identified herein may submit a response, which if received within 5 days of the posting date of this announcement, will be considered. Responses to this announcement must be in writing to the Contract Specialist, Sherón Spann, via e-mail at sheron.spann@opm.gov. Responses to this notice must include "Internet Provider Services - AT07793" in the subject line of the e-mail.
