Description
This procurement is restricted to 'HUBZone set-aside' as a Best Value procurement. The U.S. Army Corps of Engineers, Mobile District requires a range of environmental and planning services in support of U.S. Air Force requirements. Support services will require performing a full range of U.S. Air Force support activities to include Encroachment Control Plan and Programs, Installation Compatible Use Zones (AICUZ), Sustainability Analysis and Risk Assessments, NEPA documents, Conservation Conveyances, Comprehensive Outreach and Engagement Strategies, Net Environmental Benefit Analysis, Geographic Information Systems and Mapping Application and Technologies, Clean Air Act documentation and U.S. Air Force implementing guidance, U.S. Air Force Installation Master Plan/General Plans, Land Acquisition studies, comprehensive environmental compliance and conformance issues, conservation, and miscellaneous sustainable initiatives. Work will include on-site and off-site efforts, comprehensive or single media environmental/installation initiatives, environmental awareness, studies, reports, permits, reviews, database input and management, geospatial/geographical interface, data collection, inspections, detailed evaluations, and analysis, quality control and quality assurance, compliance audits, site safety and health initiatives, strategy development, installation sustainability, sustainable ranges and military program support. Additionally, work may include work plans, planning documentation, investigations, and field studies, compliance demonstrations, as well as planning/implementation and execution of initiatives. It is anticipated that a firm fixed price Indefinite delivery indefinite quantity (IDIQ) contract will be awarded with a base and three option years. Contract value is estimated at $2,500,000.00 per year for a total of $10,000,000.00 overall. The North American Industry Classification System (NAICS) code for this procurement is 541620. The size standard for which is a concern include its affiliates whose average annual gross revenue does not exceed $7.0 million for the past three years.
