Attachment A & B - Specifications and Attachment C - Instructions for Packaging This is a combined synopsis/solicitation for a commercial supply item prepared in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items as supplemented with additional information included in this announcement. The U.S. Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), National Weather Service (NWS), National Logistics Support Center (NLSC), Kansas City, MO has a requirement for an indefinite delivery, indefinite quantity (IDIQ) contract for a base period of twelve (12) months and four (4) twelve (12) month option periods. The requirements are as follows: 1) Provide EMI Surge Connectors (RJ11) NSN: 5935-01-399-2558, ASN: S100-1A9J1, AAI P/N 62828-90149-10C, Caron Enterprises, Inc., P/N 52-21, or equivalent, minimum quantity - 25 each, maximum quantity - 50 each. The Drawing Number associated with this item is 62828-90149 or Adapter, RFI/Surge, RJ-11, Attachment A and 2) Provide EMI Surge Adapters (RS232 DB25 Connector), NSN: 5935-01-399-2554, ASN:S100-1A9J22, AAI P/N 62828-90148-1, Caron Enterprises, Inc., P/N 52-20-02, or Equivalent, Drawing/Specification(s) No. 62828-90148, entitled Adapter, RFI/Surge, RS-232 (Attachment B). The minimum yearly quantity for this item is 50 each and the maximum quantity is 100 each. Firms interested in this requirement must respond to this notice by submitting demonstrated evidence of its capability and experience in providing the exact item or an equivalent specified for the NWS program. This constitutes the only Request for Quotations (RFQ) of which written offers are being requested under RFQ No. WC133W-11-RQ-0282. Quotes shall be received by close of business on September 2, 2011. A first article may be required for testing. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day the award is dated. Therefore, the offeror shall compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected. 4. SPECIAL PACKAGING REQUIREMENT: The National Weather Service (NWS) special packaging/marking requirements are as follows: Bar code label each item with National Stock No. (NSN), Agency Stock No. (ASN) and description of item (See Attachment C). This is the sole responsibility of the vendor. If items orders are shipped without labels, the shipment will be rejected back to the vendor for non-compliance with the terms and conditions under the purchase order. All responsible sources may submit a quote that will be considered by the agency. The Eastern Acquisition Division (EAD)-KC requires that all contractors doing business with the Government are required to be registered with the Central Contractor Registry (CCR) and the On-line Representations and Certifications Application (ORCA). For instructions on how to register in CCR and ORCA please access the following web site: http://www.bpn.gov. In order to register with the CCR and ORCA and become eligible to receive an award, all quoters must have a Dun & Bradstreet Number. No award can be made unless the vender is registered in CCR.
