This document is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested, and a written solicitation will not be issued The proposed contract action is for supplies or services for which the Government intends to solicit competitive offers. Interested persons may submit offers, and all eligible offers received prior to Sept 02, 2011 will be considered by the Government. Only electronic submissions will be accepted. EVALUATION FACTORS Offerors will be evaluated to the extent they can provide the items (or equal) listed in the price schedule in Section B. The Government will award to the lowest priced, responsible, technically acceptable offeror. An "or equal" item must: For CLINS 0001 and 0002 1.Have interchangeability of all cage parts (cage bottoms, cage grids, cage lids, water bottles) as well as cage rack and cage ventilator supply units with currently-used caging racks and IVC caging at the SFVAMC Veterinary Medical Unit. 2.Fit the Tecniplast Model GM500SU cage setups that are currently in use in this facility, including cage bottoms, cage lids, and cage grids, and water bottles. 3.Utilize the specific size of the Tecniplast Model GM500SU cage setups. 4.Have the following dimensions: for a density of 70 cages, a width of 61 inches, and a depth of no more than 20 inches, and a height of no more than 79 inches. 5.Have a large filter area (0.2 micron filter) on the cage lid to ensure safety of animals should there be a power failure of the associated ventilator. 6.Use cages that have indicators for appropriate cage docking; i.e., indicator when cage is docked correctly to rack for proper IVC functions. 7.Use cages that supply and remove cage air through the cage top, not through the cage bottom. 8.Allow use of polysulfone (PSU) or Polyphenilsolfone (PPSU) GM500SU cages, and must be guaranteed for weekly autoclaving (heating to at least 134 degrees C or 273 degrees F) for at least eight years (400 cycles). 9.Achieve a noise level below 50dBA for animal microenvironment, with no ultrasound emission, and an air speed or less than 0.05 to 0.2 meters/second at animal level. 10.IVC cage rack system must supply HEPA filtered air, and re-filter exhaust air using HEPA filter. 11.Fit the GM500SU cages for the housing of laboratory animals. 12.Caging must be configured to allow simultaneous use of both bottled water cage tops and auto-watering options. 13.Meet all industry standards for individualized ventilated caging for rodents; e.g., AALAS. For CLINS 0003-0006 14.Have interchangeability with currently-used caging racks and IVC caging systems at the SFVAMC Veterinary Medical Unit (for Sealsafe Plus Racks (GM80 and GM70), Universal Smart Flow Ventilators, and GM500SU Cage Setups). 15.The ventilators must be compatible with existing Tecniplast ventilators and racks, as well as with the newly-purchased GM80 and GM70 cage rack systems, while the Model GM500SU cage setups including cage bottoms, cage lids, and cage grids, and water bottles must both be interchangeable with those that are currently in use in this facility and must fit the new GM70 and GM80 cage rack systems 16.Parts must be compatible with the specific Tecniplast IVC systems currently in use. 17.The ventilators must provide HEPA-filtered air for up to four racks (GM80 and/or GM70). 18.Cage tops must have a large filter area (0.2 micron filter) to ensure safety of animals should there be a power failure of the associated ventilator. 19.Cages must have indicators to denote appropriate cage docking; i.e., indicator when cage is docked correctly to rack for proper IVC functions. 20.IVC system (Ventilator, Cage rack, and cage) must supply and remove cage air through the cage top, not through the cage bottom. 21.Cage bottoms and tops must be made of polysulfone (PSU) or Polyphenilsolfone (PPSU) GM500SU cages, and must be guaranteed for weekly autoclaving (heating to at least 134 degrees C or 273 degrees F) for at least eight years (400 cycles). 22.Ventilators (Universal Smart Flow) must provide HEPA-filtered air exchange to cages while achieving a noise level below 50dBA for animal microenvironment, with no ultrasound emission, and an air speed of less than 0.05 to 0.2 meters/second at animal level. 23.IVC cage rack system must supply HEPA filtered air, and re-filter exhaust air using HEPA filter. 24.Ventilators (Universal Smart Flow) must fit the GM80 and GM70 cage rack systems. 25.GM500SU caging must be outfitted to allow simultaneous use of both bottled water cage tops and auto-watering options. 26.Must meet all industry standards for individualized ventilated caging for rodents; e.g., AALAS. FAR 52.211-6 Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation.
