RFI 0003: STMS Draft Systems Engineering Plan RFI 0003: STMS Industry Feedback Process for Draft RFP Documents 26 Aug 11: This Request for Information (RFI) is to continue down the path of gaining industry feedback on draft RFP documents. We appreciate the questions we received thus far on our SOW and SRD and intend to post the Questions/Answers around the time of Industry Day. Please continue to provide questions/comments on any and all of the documents between now and Industry Day. For this RFI, we are requesting industry please review the attached Systems Engineering Plan and provide comment. In addition, we have attached a revision of the Industry Feedback process document which includes new dates for when we anticipate sending out documents in order to receive your timely feedback. We very much appreciate receiving feedback now, as requested, so that we may not only perfect our draft RFP, but stay on schedule by having no to limited questions after release of the formal RFP. The goal is to address all open issues/questions now during the draft stage. You will soon find out at Industry Day that staying on schedule is a critical program requirement. The due date for sending comments back to us regarding the Systems Engineering Plan is 2 Sep 11 at 12:00 MST. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. 5 Aug 11: This Request for Information is to start gaining industry feedback on our draft Request for Proposal (RFP) documents. Please review the attached document with a file name titled "STMS Draft RFP Request for Comment on SOW SRD_5 Aug 11". This file describes the process by which we are going to request and receive feedback from industry. In regards to that process, at this time we are providing industry an opportunity to comment on the attached Statement of Work (SOW) and Systems Requirements Document (SRD). These documents are also attached in separate files to this posting. To gain access to the SRD, you will need to follow the explicit access request process in FedBizOps. Please ensure your responses to this request for information are provided to all three of the following individuals: donna.heinz@kirtland.af.mil; amber.price@kirtland.af.mil and joe.castillo@kirtland.af.mil no later than 19 Aug 11, 12:00 MST. Please note, the previous Request for Information, which was posted 14 Jul 11, regarding the security requirement and contract type still has an industry comment due date of 12 Aug 2011, 12:00 MST. This is a REQUEST FOR INFORMATION announcement. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. 1 Aug 11: This Request for Information is to extend the original due date of 1 August 2011 to 12 August 2011, 12:00 MST. 14 Jul 11 - The purpose of this synopsis is a REQUEST FOR INFORMATION to supplement the original SOURCES SOUGHT SYNOPSIS announcement (shown below) and posted on 6 May 11. This request for information pertains to industry's capability to perform the security requirements and industry's view of contract type. The original STMS Sources Sought Synopsis provided the requirement for securing the weapon under maintenance against unauthorized access. To clarify this requirement, the government anticipates the contractor will have to incorporate a safe or vault into the STMS design. The specific external/internal safe dimensions, weight restrictions and security requirements can be provided upon request by sumitting your CAGE code and DUNS number to Mr. James Channell at james.channell@kirtland.af.mil or Ms. Donna Heinz at donna.heinz@kirtland.af.mil. In accordance with the attached document interested firms are encouraged to submit an updated capability summary that does not exceed five (5) pages in length describing their business experience in developing and integrating a safe or vault that would meet the STMS phyical and security requirements. Contractors are also invited to provide discussion on the viability of a firm-fixed-price contract structure and/or provide merits of other contract structures for the governments consideration. Responses to this REQUEST FOR INFORMATION are due no later than 12:00 pm MST on 1 Aug 2011. Submit responses electronically to james.channell@kirtland.af.mil This is a SOURCES SOUGHT SYNOPSIS and REQUEST FOR MARKET RESEARCH INFORMATION. No proposals are being requested or accepted with this synopsis. THIS IS NORT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. 6 May 11 Synopsis (below): The purpose of the 6 May 11 synopsis was to conduct market research and determine available sources to design and build one Secure Transportable Maintenance System (STMS) prototype and nine production systems. In accordance with the attached document, businesses having the capability to perform this work, as a prime contractor, are invited to submit a Statement of Capability (SOC). The SOC should demonstrate the firm's capability to meet the Government's stated requirements. The Government intends to utilize the data collected from this announcement to finalize the acquisition strategy for the STMS and determine if full and open competition procedures shall be used. SOC's are due on 27 May 11 at 12:00 Mountain Time. This is a SOURCES SOUGHT SYNOPSIS announcement. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS.
