- Subcontracting Plan Checklist Technology Readiness Level Maturity Requirements Third Party Testing Requirements System Demonstration Requirements Statement of Objectives for the Initial Task Order Non-Disclosure Agreement Schedule Operational Requirements Document (Redacted) Potential Task Order Roll-Out Pricing Schedule Draft RFP with Instructions and Statement of Objectives U.S. Department of Homeland Security Draft Solicitation No. HSHQDC-12-R-00001 Procure and Deploy the BioWatch Gen-3 Autonomous Biodetection System, Phase II This is A Pre-Solicitation Notice in Accordance with Federal Acquisition Regulation 5.203(a) as well as a Draft Request for Proposal. The Department of Homeland Security (DHS), Office of Procurement Operations anticipates soliciting proposals to procure and deploy an autonomous biodetection system called BioWatch Gen-3 for the DHS Office of Health Affairs. The Gen-3 detection system will be a fully autonomous network of biodetectors that will continuously monitor the air for biothreat agents of Public Health concern in designated jurisdictions in the United States. This Pre-Solicitation Notice includes a draft solicitation (see attachments). The final solicitation is anticipated to be issued in October 2011. An industry day is scheduled for September 12, 2011 from 10AM until 12PM Eastern Time. The industry day will be held in the auditorium of the General Services Administration (GSA) Regional Office Building at 801 D Street, SW, Washington, DC 20229. Prospective offerors planning to attend the industry day should arrive at the main entrance on D Street (the visitors entrance) with a photo ID and be prepared to pass through building security and metal detectors (Arrival POC: Grace Garrity). All Comments on and questions about the draft RFP shall be submitted in writing to Biowatchgen3@hq.dhs.gov by September 19, 2011, 12:00 PM, Eastern Time. Please do not send e-mails to the Contracting Officer or Contracting Specialist. Responses to comments and questions submitted on the draft RFP may not be provided. The anticipated acquisition strategy for this requirement is a full and open competition in accordance with FAR Part 15 under NAICS code 541330 and Product Service Code R425. All responsible sources are invited to submit proposals but are prohibited from entering into subcontracts or teaming arrangements with National/Government laboratories or Federally Funded Research and Development Centers (FFRDCs). National/Government laboratories and FFRDCs may not propose directly as prime contractors or as subcontractors or teaming partners to prime contractors. Foreign participants are also prohibited from participating in this solicitation as prime contractors, subcontractors or in teaming arrangements. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The anticipated official solicitation issuance date is October 22, 2011. DHS makes no representation that a final solicitation will be issued or that a contract award will result from the solicitation (when issued).
