- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet. NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-10-Q-4496. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. NUWC Division Newport intends to award a firm fixed price type contract to National Instruments, Inc., Austin, TX for the following items: CLIN 0001 NI VXIpc-882 Core 2 Duo 2.16 GHz Controller w/Windows 7, (P/N 780531-04), four (4) each; CLIN 0002 32 GB 2.5 in SATA Solid State Hard Drive Upgrade, (P/N 779175-08), four (4) each; CLIN 0003 2 GB DDR2 RAM for 8130, 8106 & 8105 Controllers, P/N 780031-2048, four (4) each; and CLIN 0004 NI USB-8473, 1 Port High-Speed, USB CAN Interface, P/N 779792-01, four (4) each. Required delivery is 20 days after award, F.O.B. Destination Naval Station Newport; Newport, RI. National Instruments has developed replacements that are form, fit and function compatible with the design of the Radio Frequency Distribution and Control System (RFDACS). The VXIpc-882 CPU has been approved as a replacement and is being specified for use in the VA and 688 Class RFDACS variants. The approved technical drawing package for the OK-664 RFDACS, specifically CAGE Code 50225 Drawing No. 06786145, specifies the use of National Instruments CPU and associated hard drive, RAM and 1-port CAN interface. No other replacements could be used without a major redesign of the RFDACS. These components are only manufactured by National Instruments and are not available from any other source. Since the design drawings specify the use of National Instrument components and since these components are only available from the manufacturer, National Instruments, Inc., sole source procurement of these items is required. All other timely offers will be considered. Offers for other products must contain complete product information and prices. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies.
