Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number: W912HQ-11-T-0027 - Request for Quote This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. An award will be made against this Request for Quote on the basis of price and technical capability (see Evaluation Factors). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The requirement is set-aside for small business and the associated NAICS code is 541690 for Other Scientific and Technical Consulting Services. Description: The primary efforts under this contract will emphasize the compilation of vessel operating costs according to general cargo hull type and size classes typically of concern to USACE analysts when undertaking shallow-draft/inland navigation project evaluations (see Statement of Work for complete description of work to be performed). Contract Line Items: 0001LSGeneral Task I: Baseline or "core" compilation of Deep-Draft Vessel Operating Costs. (limited to four primary vessel types; to include update\and\or development of computerized model. 0002LSGeneral Task II: Detailed or limited periodic supplemental analysis of costs for new or evolving vessel size classes (with present emphasis on containerized carriers with execution of effort for other carrier types as deemed critical or appropriate. 0003LSGeneral Task III: Costs for recently-added vessel types; five (5) in number as specified (with General Task I limited to the existing four (4) vessel types. 0004LSGeneral Task IV: Compilation of bunkerage costs for the world cargo fleet. 0005NSPManpower Reporting. Delivery Information: The period of performance will consist of nine (9) months. Delivery shall be made to the Institute for Water Resources National Data Center at 7701 Telegraph Road, Alexandria, VA 22315, Clauses may be accessed electronically in full text through http://farsite.hill.af.mil or www.acquisition.gov/far. Other Provisions 33 CFR 209.320 Policy on release of commercial statistics It is the policy of the Department to hold in strict confidence any data or information which has been furnished by shippers and others upon the understanding that it will not be disclosed and will only be used in the compilation of port or waterway statistics. In case Federal or State agencies or local interests request other than general information made permissible hereunder, their attention will be called to the policy indicated in this section. ER 1130-2-520, Chapter 5-2 (d) Waterborne Commerce Statistics Any data or information which has been furnished by vessel operators and others upon the understanding that it shall not be disclosed to the public shall be held in strictest confidence in accordance with 33 CFR 209. Release of any data to the public which shall identify specific individual firms or persons supplying these data to the USACE shall be considered disclosure.
