Description
This is a Sources Sought Notice (not a pre-solicitation notice pursuant to FAR Part 5) to identify sources that can provide all personnel, plant, labor, materials, equipment, supplies, and non-personal services necessary to load test and repair various overhead cranes in accordance with the item's manufacturers' specifications and standards at Fort Jackson, SC. The Contractor shall load test each crane, repair and certify the safety and operability of each crane tested. The Contractor shall repair or replace, as required, all parts and components deemed defective or not meeting the testing standards. The Contractor shall prepare and provide a report specific to each crane identifying all replacement parts, adjustments, hours of work and load test certificate. The Contractor shall test, repair, certify, and is not limited to the following: Runway, Bridge, Trolley, Main Hoist, Pedal Control, Auxiliary Hoist, Motors, Motor, Starters and Electrical, General Components, Cables, Operators, Associated Components. The Contractor must possess operator's permits and licenses IAW the equipment manufacturers and OSHA requirements; maintenance personnel must be certified by a recognized testing agency for the work to be performed; load blocks shall be tested and certified weights. A single firm-fixed priced contract is contemplated with a base year of 1 Oct 11 - 30 Sept 12 and two (2) one-year ordering periods. This sources sought is to determine the capability of potential sources and the availability of commercial sources and services pursuant to FAR Part 10. This notice is for informational purposes only, DOES NOT constitute an Invitation for Bid or Request for Proposal, and is not to be construed as a commitment by the Government. The Government is not obligated to and will not pay for any information received from respondents as a result of this sources sought. Large and small businesses are encouraged to participate. Interested sources should submit responses by email to marvinia.j.adams@us.army.mil. Responses should contain the following: Company Name Address Point of Contact Phone Number Fax Number Cage Code, DUNs number, and Tax ID number Size of Business pursuant to NAICS code 811310 Capability - a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform load test and repair various overhead cranes. A generic capability statement is not acceptable. Please review carefully the requirements listed below. This documentation must address, at a minimum, the following: (1) company profile to include number of employees, annual revenue history, office location(s), and a statement regarding current small/large business status; (2) prior/current experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the services described herein; (3) resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications, specific experience of such personnel, and the ability to have personnel located at the city specified; (4) management approach to staffing this effort with qualified personnel; (5) statement regarding capability to obtain the required permits and licenses for personnel; (6) company's ability to perform at least 51% of the work; and (7) company's ability to begin performance upon contract award. In addition to the size of business, indicate all classes of business that fit your firm: i.e. Small Disadvantaged, Service Disabled Veteran-Owned, Woman-Owned, etc. Questions or comments regarding this notice may be addressed to the Contract Specialist at marvinia.j.adams@us.army.mil.
