- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. An award will be made against this Request for Quote on the basis of price, past performance and technical capability. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The requirement is set aside for HubZone small business and the associated NAICS code is NAICS 541511: Custom Computer Programming Services. Contract Line Items: 0001LSMaintenance of the Lock Performance Monitoring System (LPMS) and Dredging Information System (DIS) for 12 months. 0002LSTravel (Not To Exceed) In accordance with FAR 31.205-46, travel costs, if applicable, shall be reimbursed at rates not to exceed the maximum locality per diem rates (the combination of lodging, meals and incidentals) in effect at the time of travel, as set forth in the Federal Travel Regulations, Joint Travel Regulation and Standard Regulations, Section 925, as applicable. All air travel must be booked on American-flagged carriers, unless otherwise directed by the Contracting Officer. The appropriate Government Official, Quality Assurance Personnel or Contracting Officer shall approve travel. All invoices for travel shall be accompanied by supporting receipts. 0003NSPManpower Reporting. Description: Provide technical and analytical support services to operate and maintain the navigation databases of LPMS, DIS and the lock data warehouse (see attached scope of work). Delivery Information: The service shall be completed 365 days after the date of contract award. Delivery shall be made to the Institute of Water Resources National Data Center at 7701 Telegraph Road, Alexandria, VA 22315. Contractors must be actively registered with Central Contractor Registration (CCR) at http://www.ccr.gov.
