Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics(DCEG) plans to procure on a sole source basis with IPA Institut Fur Pravention und Arbeitsmedizin Burkle de la Camp Platz 1, Bochum Nordrhein-Westfalen 44789 Germany for the evaluation of GC-MS/MS hemoglobin arylamine adducts. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 541380 and the business size standard is $12M. Period of performance is September 29, 2011 through September 28, 2012. While smoking is the most common risk factor for bladder cancer, DCEG is evaluating tobacco smoke and other risk factors for bladder cancer through a variety of studies. This study would focus on the etiology of bladder cancer among never smokers which is poorly understood. The specific objective of this procurement is to determine the association of a spectrum arylamine Hgb-adducts with bladder cancer risk among never-smokers. The contractor shall evaluated through GC-MS/MS hemoglobin arylamine adducts on 288 samples. Institute for Prevention and Occupational Medicine of the German Social Accident Insurance Institute of the Ruhr-Universität Bochum labs is uniquely qualified to perform this work since the hemoglobin adduct assays are a highly specialized set of biochemical assays and there are no other labs at this time with these assays available in the technologies that this lab has. They have developed methodologies to detect potential risk factors using Hgb-adduct mass-spec assays to evaluate levels in the general populations and specifically among non-smoking individuals. No other known source has these assays available at this time. Institute for Prevention and Occupational Medicine of the German Social Accident Insurance Institute of the Ruhr-Universität Bochum labs is uniquely qualified to perform these studies. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on September 9, 2011.
